一.研究背景：
近年來台灣衛生政策與產業政策有趨合的發展趨勢，其中生技醫藥產業被視為我國六大新興產業之一，也是繼電子業以後，另一項由國家全力扶植的策略性產業。從醫學美容、生活型態醫療到疫苗接種的全球趨勢，我們觀察到產業政策已逐漸轉向醫藥衛生領域中尋求發展契機。

二.研究目的：
從台灣作為後進發展國家的歷史特殊性、疫苗接種的全球趨勢，以及疫苗政策產業化這三重脈絡之下，透過HPV疫苗與H1N1疫苗在台灣所引發的爭議，以生技醫藥產品的特性為切入點，檢視台灣疫苗政策的國家創新體系及疫苗政策的可能性與限制，並試圖釐清HPV疫苗政策引起的爭議與反彈。

三.研究方法：
本文採用檔案法與深度訪談。前者包括產、官、學三方的官方資料、網路資料、新聞資料庫與報章雜誌等，後者包括業界及學界人士的訪談。

四.研究結果：
研究發現（１）疾病的隱喻賦予不同的疫苗多重財貨性質的特性，也造成不同的參進障礙。（２）因產學之間研究目標的差異、實驗室與工業技術的鴻溝、法規制度的障礙、專業人才失衡，以及市場社會條件等問題，限制了台灣疫苗政策與疫苗產業的發展。（３）兼具產業發展目標的衛生政策必須解決健康風險與發展效益的兩難。

1.Background: In recent years, we observe a tendency towards the convergence of health policy and industrial policy in Taiwan. Following the information technology industry, the biotech industry, ranging from medical cosmetology to pharmaceuticals manufacturing, is regarded as one among six emerging targeted industries fully supported by with the state. By and large, there is an emerging paradigm of industrial policy seeking to cultivate profitability from the health care system.

2.Objectives: Against the background of Taiwan’s historical specificity as a late-development country, the global tendency of vaccination, and the commercialization of vaccine policy, this thesis, taking the recent disputes over HPV and H1N1 vaccines in Taiwan as well as the specialty of biotech products as entry point, explore the possibilities and limits of Taiwan's national innovation system for vaccination policy and puzzles out related disputes.

3.Method and Materials: Document method and in-depth interview are adopted in this study. The former includes reports and studies from corporate sectors, governmental departments, news press, reports and academic publication; the later includes in-depth interviews with relevant persons from industry, government, and academia.

4.Findings: (1) Metaphor of disease characterizes different vaccines with multiple properties as economic goods, resulting in different degree of barriers to entry. (2) The major hindrances to the synergistic developments of vaccine policy and vaccine industry in Taiwan include different R&D objectives between the industry and academia, gap between laboratory and industrial technology, regulatory barriers, , imbalance of relevant human resources, and lack of market and social conditions, etc. (3) To be effective, policy aiming to synergize public health and development objectives must address the dilemma between health risks and development benefits.
