國內機動車輛的普及程度,自2020至2024短短四年間增加了約104萬輛,成長率達4.66%,車輛交通事故比例日益增高,但是交通事故的處理品質卻常令人詬病,警察機關在處理程序上顯得粗糙,蒐證品質低落,甚至可能導致誤判或長時間的訴訟,進而給當事人的家庭帶來沉重的負擔。
本研究係由交通警察處理道路交通事故的角度,建立提升交通警察車輛事故處理品質的評估模式,訪談相關專家學者彙集意見,利用層級分析法計算各因素的權重及優先順序,並列出重要的關鍵因素,以作為提升交通警察車輛事故處理品質之參考,研究方向包含事故處理的人員素養、事故處理裝備及設施的改善、事故處理制度的建立與韌性等三大構面15項評估準則。訪問的對象包括產、官、學界等相關領域的專家學者,問卷發放採面(電)訪的方式來進行資料收集,一共發放20份問卷,回收20份,回收率為100%,同時為符合問卷內容的一致性,所有受訪者的問卷都立即以EXCEL軟體設定參數進行一致性檢驗,如有不符合一致性的部份,經向受訪者說明後再進行修正。綜合本研究分析結果,可歸納以下研究結論:各構面層級所佔的權重依序為事故處理的人員素養(0.51)、事故處理裝備設施的改善(0.14)、事故處理制度的建立與韌性(0.34),可見事故處理的人員素養是整體專家最重視的構面;在整體評估準則分析中,前五大權重評估準則分別為專業能力(0.18)、法律素質(0.13)、專業人員養成(0.13)、持續提升專業技能(0.09)與敬業態度(0.05);整體結果顯示,在前五名的評估準則中,事故處理的人員素養構面就佔了3項,可以看出事故處理的人員素養構面所屬的指標比其他評估指標更具有影響力。值得注意的是,整體專家對於專業人員養成、持續提升專業技能都給予相當高的權重,顯示事故處理制度的建立與韌性對於提升交通警察車輛事故處理品質具有關鍵性的影響力。比較產、官、學三方觀點後發現,各界皆一致認為「事故處理的人員素養」為最重要構面,並以「專業能力」、「法律素質」、「專業人員養成」及「持續提升專業技能」為核心關鍵,顯示事故處理品質最終仍取決於專業能力與制度化培育機制。
With the continuous growth in the number of motor vehicles in Taiwan, the frequency of road traffic accidents has increased year by year, making the quality of traffic accident handling an increasingly important issue affecting road safety and the protection of public rights. This study focuses on the quality of road traffic accident handling performed by traffic police officers and employs the Analytic Hierarchy Process (AHP) to develop an evaluation framework for improving accident handling quality.Through a comprehensive literature review, expert interviews, and expert questionnaire surveys, an evaluation framework consisting of three major dimensions and fifteen evaluation criteria was established. The three dimensions include personnel competence in accident handling, improvement of accident handling equipment and facilities, and establishment and resilience of the accident handling system. The relative importance and priority of each dimension and criterion were analyzed to identify effective strategies for enhancing the quality of traffic accident handling by traffic police officers.The results indicate that the relative weights of the three dimensions are personnel competence in accident handling (0.51), establishment and resilience of the accident handling system (0.34), and improvement of accident handling equipment and facilities (0.14). These findings demonstrate that experts unanimously consider personnel competence to be the most critical factor affecting accident handling quality. Among all evaluation criteria, the five highest-ranked factors are professional competence (0.18), legal competence (0.13), professional personnel development (0.13), continuous professional development (0.09), and professional dedication (0.05). Notably, three of the top five criteria belong to the personnel competence dimension, highlighting the significant influence of officers' professional capabilities and legal knowledge on accident handling quality. Furthermore, professional personnel development and continuous professional training were also identified as essential factors, indicating that a well-established talent cultivation system and continuous learning mechanism are fundamental to improving the quality of traffic accident handling.
