根據內政部人口的統計資料，身心障礙者及高齡者人口正逐年增加，且近年隨時代變遷，環境品質不斷追求完善及提升，生活周遭環境之行動障礙缺陷將逐一被要求改善。有些車站因年代或車站等級關係在行動不便者設施上常被簡化之忽略，對行動不便者及高齡者之行動造成不便。

本研究針對台南縣市內所有台鐵車站，進行行動不便者使用設施設置現況調查，並探討如何重新建構現有台鐵車站內完善之行動不便者使用設施，以提昇行動不便者之福址。

調查發現臺鐵台南縣市車站服務區內行動不便者使用設施設置整體符合率僅為44.55％稍嫌太低。台南縣市所有車站符合率最高者為永康車站服務區達到78.21％，依目前車站達到合格率的有「大橋車站」、「新市車站」、「善化車站」，其餘有7個車站未達到標準。鐵路仍重要的交通運輸工具，配合政府的照顧少數弱勢族群之政策，雖設施恐不符營運成本，仍應以大眾服務為福祉完善運輸中樞的轉運站。

According to the population statistics from the Ministry of the Interior, the populations of both the people with disabilities and the elderly people are increasing year by year. Following the recent time changes, people are constantly pursuing to improve and enhance the environmental quality around us, and also are required the improvement of the least restrictive environment (LRE). From this aspect, the mobility of those LRE facilities in some stations are often to be simplified or ignored because of their historical building or the lower levels of the stations, which makes the inconvenience when the people with disabilities or elder people move.

This research is to investigate the facilities for the mobility set in the railway station service areas around the Tainan County. Following the discussions on how to improve or reconstruct the bias free facilities for the mobility set to become the least restrictive environment.

The result of the research indicates the overall compliance rate is only 44.55% to use the facilities for mobility set which is a bit too low compared to all other facilities of the stations located in Tainan County. The Yongkang station service area reaches the highest rate of 78.21% in using the facilities. Only three stations remain the pass the satisfied standard rate which are the "Bridge Station", the "Shin Shi Station", and the "Shanhua Station". Another 7 stations are failed to reach the standard. As the result, rail transportation is still important in Taiwan, although the facility does not match the costs of operating expenses. The policy of the Government to take care of minority of people with disabilities and elder people, the research suggests that the least restrictive environment of all public service should continue to improve the transportation hub of the station.
