近年來臺灣的醫療技術快速進步以及晚婚現象越來越普及,導致國人平均壽命的增加以及生育率連年下降,人口成長更是於2020年正式邁入負成長的階段,意味著臺灣人口老化之問題將日益嚴重,如何完善規劃老年人口相關之長期照護服務,並處理長期照護服務支出快速攀升帶來之財政負擔,將成為政府與人民需要共同面對之課題。
本篇研究目的為探討影響臺灣中老年人口購買長照險之因素,研究使用資料為衛福部106年老人狀況調查,研究內容透過「請問您目前有參加哪些商業保險?」之長照服務相關保險問項作為應變數,並以Logit Model作為分析模型,來探討臺灣中老年人口之人口特徵、健康狀況、經濟條件、家庭結構、老年意識、學習力等因素是否與長照險購買之間存在關聯。
研究結果顯示,年齡越高、男性、教育程度較低、居住在北部、認為生活費不足夠、生活費較低、不需為家人提供經濟支援、兒子數目較多、對目前整體生活持有其他意見、不願意入住長照機構、目前沒有工作、未每天使用網路、沒有購買壽險等受訪者,較不會購買長照險。在以性別、生活費、居住地不同之群體樣本中,與長照險購買有關聯之因素也會有所差異,在限制性別之樣本中,目前沒有工作及沒有社團參與之男性與不願意入住長照機構及未每天使用網路之女性,較不會購買長照險,在限制生活費之樣本中,兒女較多以及僅與配偶同住之高生活費群體,較不會購買長照險,在限制居住地之樣本中,有保存儲蓄或財產之北部群體,較不會購買長照險。根據本文研究結果,期許能對日後政府推廣長照險相關之政策提供參考與建議,在長期照護服務支出快速攀升的高齡社會,提升民眾購買商業長照險之意願。
Technological advancements in healthcare and late-marriage trend have led to an increase in Taiwan’s average life expectancy and a decline in fertility rate. How to improve the long-term care services and deal with the financial burden caused by long-term care (LTC) expenditures have become important issues. Based on the 2017 Report of the Senior Citizen Condition Survey, this paper investigated the factors affecting LTC insurance purchase for the middle-aged and the elderly people in Taiwan. A Logit Model is used to investigate factors that affect LTC insurance purchase such as demographic characteristics, health status, financial conditions, family structure, elderly awareness, and learning ability.
Results indicates respondents with the following properties are less likely to purchase LTC insurance: higher age, male, lower education, living in the north, insufficient living income, with less living resources, no family support burden, with more sons, dissatisfaction with life, refusal of entering into LTC institutions, infrequent Internet user, without life insurance, without work and life insurance. Among groups by genders, living expenses, and living area, results indicate that men without work and social club participations, women without using Internet frequently and with less likelihood to enter into LTC institutions; individuals with more children and live with their spouse only for high living expenses group; individuals with savings or properties reside in the north are less likely to purchase LTC insurance. Hopefully, results will facilitate better LTC insurance policies formulated by the government and the private sector.
