The purpose of this study is to evaluate Thai state’s capacity in responding to the 2020 Doi Suthep forest fire through the analytical dimensions of information management, resource mobilization, and inter-organizational collaboration. Using the state capacity framework, the study evaluates how institutional structures enabled or constrained the timely and effective deployment of disaster response mechanisms. Drawing on qualitative methods, including semi-structured interviews with local officials, firefighters, community leaders, and NGO representatives, as well as document analysis of government reports and media coverage, the research investigates both centralized responses and local government. Findings indicate that while the Thai government possessed technical tools—such as satellite monitoring and mobile apps—information dissemination was delayed, fragmented, and often inaccessible to rural communities. In terms of resource mobilization, the deployment of both human and non-human assets was hindered by bureaucratic bottlenecks and visibility-driven allocation, prioritizing symbolic sites over high-risk zones. Local volunteer units, although critical, were insufficiently equipped and excluded from strategic planning. Inter-organizational collaboration was further constrained by hierarchical governance, with central agencies exercising command authority but failing to coordinate effectively with local governments and civil society actors. The research concludes that Thailand’s centralized disaster governance model limits responsiveness and equity. Addressing these gaps requires decentralizing decision-making authority, institutionalizing community participation, and creating integrated systems for real-time communication and coordinated action.
