  • 網際網路的盛行,使得電子商務成為商業市場的新交易管道,由基本的標價出售繁衍至拍賣交易,電子化的技術不僅提供一個虛擬的買進賣出交易平台,也試圖將電子商務過程中的協商行為加以自動化,期待利用資訊科技的支援,協助雙方降低買賣進行中所耗費的交易成本。然而技術交易目前的交易模式多數還停留在標價出售的買賣模式,技術價值由賣方主導的情形下容易造成技術商品乏人問津,若能利用拍賣的交易方式,可以加速技術商品化的過程。由於技術商品本身是一多屬性的高價值商品,若僅利用簡單的拍賣機制售出,雖然可以加速技術商品的買賣,但日後技術轉移過程中所衍生出許多需協商的問題,卻增加了交易時所未考慮的談判成本。

    因此我們希望針對技術交易設計一個合適的多屬性拍賣協商的機制,將技術移轉過程中協商的流程考慮進去,使技術買賣的交易市場機制更為完善。目前針對拍賣協商的研究主題,多數是利用代理程式如何來增進協商的能力,卻無法因應特殊商品的特性來改變協商策略,其問題的徵結點在於多屬性協商議題及效用函數都必需事先定義,其代理程式的設計缺乏符合實際策略應用的彈性。再者,代理程式並無法利用談判者的協商經驗來完成協商策略的應用,因此代理程式缺乏談判協商者的智慧以及自我學習能力。本篇研究期望改良遺傳演算法於多屬性拍賣協商的缺失,應用策略矩陣擷取人類協商談判的智慧來架構多屬性效用的協商,並在協商過程中加入新的讓步運算作為協商策略方法,使電子化協商也能夠更符合使用者需求。

    As the internet is going popular, electronic commerce (EC) becomes a new channel for transactions. The electronic technique not only provides a virtual trading platform but also supplies automatic negotiation processes that can reduce the transaction cost for both vender and bidder. In traditional, the transaction model is still using the marked price of product now. People would lose their purchasing interests if the value of technology is decided by vendor. The auction transaction could be the solution of this problem. Although the priced-attribute auction can speed up commercialization of the technology, the extraneous expenses such as negotiation cost, contract cost and so on are required in the transaction. Without the advanced contract discussion, both of vender and bidder may suffer lots amount of damages when the technology is transferring. The new technology for reducing transaction cost during trading is proposed in this research.

    In this research, we design an exclusive procedure approving multi-attribute negotiation ability that consultation process will be taken into account of technology transfer. Auction consultations in latest researches almost focus on approving negotiation methodology of the agent. It is a critical problem that users can just use the utility function, defined and fixed negotiation strategy but can’t change strategies according to the different production property. The agent can’t use different strategy in different situation. In this research, Trade-off Genetic Algorithms (TGA) is adopted to improve multi-attribute negotiation and strategy matrix getting from human’s wisdom of negotiation ability. The new one operation named trade-off operation as a means of negotiation strategy is added to fit user demand in electronic negotiation auction.
