本研究以嘉義市小澎湖地區為研究場域，旨在深入理解都市更新作為一個長期且動態的歷程，在產權複雜且窳陋弱勢的地區中，各產權類型居民於各階段對都市更新之態度，並進一步關注其中的情感層面（即地方感）之影響。藉此揭示產權導向制度下，窳陋地區之居住者於規劃階段所面臨的參與困境與真實訴求，進而協助規劃者看見被制度或統計數據忽略的聲音，建構更具包容性的參與機制，以準確地回應地方實際需求，並提升都市更新的推動成效和社會接受度。基於此，本研究提出之研究提問包括：（1）居民對都市更新的態度在不同階段之間有何變化？其態度轉變可歸納出哪些模式？（2）哪些因子影響居民對都市更新的態度？這些因子在不同階段中如何變動及交互作用，共同影響居民態度的轉變？（3）地方感如何影響居民對都市更新之態度？本研究以文本資料與深度訪談作為主要資料來源，首先，透過文本分析梳理小澎湖地區都市更新的發展脈絡與政策變動，接著，透過訪談內容解析居民在不同更新階段對都市更新的態度反應與地方感內涵，以建構其態度的形塑與轉變機制，並釐清地方感在其中所扮演的角色。
本研究結果指出，（1）居民對都市更新的態度呈現動態變化，並可歸納出五種態度轉變模式，包括穩定支持、支持態度波動、由反對轉為被動接受、由觀望轉為被動接受，以及由反對轉為觀望；（2）居民態度的轉變受到多重因子影響，包括對居住環境改善的需求、政府資訊透明度與對政策之信任度、結構性權力不對等下居民的被動服從與消極應對、安置政策之明確性和保障程度；（3）在地方感各構面中，對「安身立命住所」的依賴為導致居民態度轉變的主要影響因子，地方依戀與地方認同多為條件性影響因子，在特定情境下才可能發揮決定性作用。本研究亦發現，（4）居民對都市更新的認知與政府政策推動之間，存在資訊獲取時間與政策內容理解之斷層；而不同權屬類型之居民之間亦呈現此認知斷層，進一步加深個體間態度差異，並導致非產權者於都市更新過程中被排除。本研究結果揭示了居民態度的動態性與長期追蹤研究之必要性，及凸顯窳陋地區非產權者知情同意之不充分，進一步提出以地方感維繫更新正當性的實務啟示，深化對居民多元立場的理解，並應強化居住權保障於都市更新法定制度中的核心地位。

This study focuses on the Xiaopenghu area in Chiayi. It aims to deeply understand urban renewal as a long-term, dynamic process, specifically within areas characterized by complex property rights and vulnerability. The study investigates how residents with different types of property ownership perceive urban renewal at various stages, with a particular focus on the emotional dimension—the sense of place. The research questions include:(1) How do residents’ attitudes toward urban renewal change throughout the process, and what common patterns can be identified in these changes? (2) What factors shape these attitudes? How do these factors change or influence each other at different stages to drive a shift in residents' attitudes? (3) How does the sense of place affect their attitude toward urban renewal?
To answer these questions, the study relies on textual data and in-depth interviews to analyze residents’ attitude and the role of the sense of place at different stages of the renewal process. This study found: (1) Resident attitudes are not static but evolve through five distinct patterns. (2) These shifts are driven by environmental necessity, information transparency, structural power imbalances, and resettlement security. (3) Within the sense of place framework, place dependence on a secure and stable residence is the primary driver of attitude changes. (4) A significant cognitive gap exists between planning and resident perception, often excluding non-landowners. The results highlight the dynamic of resident attitudes and the necessity for long-term tracking in research. It exposes the lack of informed consent for non-property owners in neglected areas. In addition, this research suggests that to make urban renewal projects acceptable, planners must keep the sense of place alive. It also argues that protecting the right to live there should be the most important part of urban renewal laws.
