  • 永續發展是21世紀人類所面臨最嚴峻的挑戰。大學研究永續,教導如何解決環境、經濟與社會問題,且大學自身猶如一座小型都市,人口和校園活動直接或間接影響環境。國外針對永續大學課題已採取行動並有研究成果,國內才剛萌芽,或許是缺少永續風氣,以及不知道如何推動。
    本研究建構永續大學路徑,回顧永續文獻和大學案例,提出永續大學架構與流程,進而建構成大永續路徑,套入成大現有情況進行模擬。參考永續追蹤評估與評等系統(Sustainability tracking, assessment & rating system, STARS),以四項準則:重要、可立即著手、適用成大、量化呈現,篩選成大永續指標,訪談相關處室,檢視指標可行性。
    研究結果發現,本文提出的永續大學架構,包含永續單位、環境分析、目標策略、組織運作、績效量測五項流程,與環境管理系統(EMS)相符合。依據永續大學架構發展出的成大永續路徑,內容與文獻相呼應,然考量成大現況,提供不同執行方案。
    所建立永續指標中,營運類最重要,佔全部配分33.3%,量化指標營運也最多,為81%;得分率最高為計畫、管理與參與類指標,佔65%,因質化指標多而得分高;教學與研究類指標55%,營運量化指標多而得分不易,為40%。好的評分系統要搭配質化與量化指標,兼顧質化指標可立即著手,和量化指標明確可衡量之優點。提出的成大永續指標已考量實際運作,執行難度不高,未來再排出優先順序即可直接運作。

    Sustainable development is the biggest challenge which people face in the 21 century. Universities research and teach how to solve the environmental, economic and social issues. A university is like a small city and its people and campus activities influence the environment. There are actions and research on sustainable university development in some universities of other counties. It is a new topic to domestic universities, maybe because they are not aware of sustainability or do not know how to proceed.
    This research established a road map for sustainable university which provides a framework and processes of sustainable university by reviewing literature and university cases. The established sustainable road map was simulated on National Cheng Kung University (NCKU) and the indicators in the sustainability tracking, assessment & rating system (STARS) were referenced. The four criteria for selecting indicators are: importance, ease to implement, suitability and quantification. Finally, related university offices were interviewed and data collected to examine the feasibility of indicators.
    The research results show that the framework of sustainable university has five processes. It includes sustainability departments, environment analysis, goals and strategies, organization operation, and effectiveness measurement, and their elements are consistent with the environmental management system (EMS). The road map is suitable for NCKU in terms of framework and processes. The research also provided some alternatives and suggestions for NCKU to adopt.
    In the developed sustainable indicators for NCKU, the category of Operation is significant because it earns 33.3% of all points. Is also has the largest number of quantitative indicators of 81%. Viewing the scores, indicators of Planning, Admin and Engagement are the highest. This category gets 65% of points because qualitative indicators are easy to achieve. The scores of Education and Research indicators are 55%. The scores of Operations indicators are 40% because quantitative indicators are harder to achieve. Therefore, a good rating system needs to combine qualitative and quantitative indicators to have advantages of being easy to achieve and measure clearly. The sustainable indicators for NCKU are not difficult to execute based on the actual status. They can be prioritized and operated directly in the future.
