本論文以日治時期的代表性統治政策－－同化政策為觀察主軸，將台灣教育會的機關誌《台灣教育會雜誌》、與皇民奉公會的機關誌《新建設》，這兩本代表了兩大同化政策施行機關的機關誌作為主要的分析文本，與帶有總督府色彩的機關誌《台灣愛國婦人》為輔，透過觀察機關誌對於被統治者、包括整個社會環境進行再現的過程，探討其機關理想中的國策、與理想中的日本國民如何各自被打造出來，與其對雜誌本身造成的影響。

本文以五個章節構成，第一章為序論；第二章首先探討機關誌於台灣的發展背景：從總督府對於機關誌這個出版物的管理方式談起，分析其經營背景、與流通環境。接著析論發表者與再現的場域：發表者也就是該機關的成員，在此分析發表者如何由單純的受眾成為參與者；再現書寫的場域於二戰開始前有日文欄與漢文欄，而戰爭末期僅有日文欄，並分析由日人所製作的機關誌漢文欄背後所隱藏的問題。第三章探討戰前期的同化政策再現書寫，以《台灣教育會雜誌》為主、《台灣愛國婦人》為輔，分別探討當時這些政策實行機關之機關誌，對台人與對蕃人的再現。而再現書寫與現實社會的對比，本文以一九三○年代於日本發行並輸入台灣的機關誌《新聞與社會》作為背景媒材，進行交叉比對，闡述本時期理想的國策形象與國民形象。第四章探討二戰時期的同化政策書寫，以皇民奉公會的機關誌《新建設》為主要分析對象，透過論述、讀者投稿以及娛樂等等方向，探究新建設雜誌的國民、國策形象再現書寫。結語歸結透過觀察文本再現理想國策與理想國民的過程，得出以下結論：1、於不同的時期，理想國策與理想國民的條件是逐漸增加的。且隨著同化政策施行的強度增加，與實行對象逐漸由知識份子向下深化到一般大眾、全面佔領了生活同時，國策與國民的形象也逐漸由粗糙顯現為精緻。2、雖然本論所探討的對象同樣是總督府色彩濃厚的機關誌，但其整體對於國策與國民的方針亦與前述的國民的條件一樣，隨時產生變易；3、對於新建設雜誌的考察結果發現，同化政策於戰爭期間特有的功用，也就是同化中的娛樂。

This dissertation will discuss the remarkable governance policy of Japanese Colonial Rule---focusing on assimilation, through two major books: Taiwan Education Association<< Taiwan Association Magazine>> and Koumin-houkou-kai<< New Building>>. Additionally, we also found some information from Taiwan Governor’s office <<Taiwan Patristic Woman>>. We will focus on the process of how colonialism came to Taiwan under Japanese rule, the ideal government policy of Japanese Colonial Rule, and how the Japanese government built up the colonial rule.
This essay is grouped into five chapters with the first chapter being the foreword. The second chapter discusses the development background under Organization Magazine in Taiwan; starting with the management of Organization Magazine for publication under Taiwan Governor’s Office. It also analyzes the background of management and circulation in the social environment. Furthermore, disputed on the publishers who are also members of organization; then, how they transformed from audience to executors and rebuild the fields with in both Japanese and Chinese version before War World II. After War World II, however, there’s only Japanese version left. Also, we presumed the hidden problems behind the Chinese version of Organization magazine written by Japanese. The third chapter discusses assimilation process including how the government affected Organization Magazine and restructured the management under Taiwanese rule in 1930. We produce our findings based on Taiwan Organization Magazine <<news and society>> cross checking our findings with the current state of our society and the idea of the ideal image of national policy and profile The fourth chapter examines the assimilation during World War II. Through descriptions by the publication, and reader contributions by describing from publication, reader contributions and perspective from entertainment to explore the New Building citizens and redo the portrait of Nation Policy.
Observing the process of reconstruction of ideal National Policy and the ideal citizens from Taiwan Education Association<< Taiwan Association Magazine>>, << New Building>> and Taiwan Governor’s office <<Taiwan Patristic Woman>> , conclusion are as follows: first, the condition of ideal National Policy and National citizens gradually increased from time to time. The audiences of Assimilation were widely impact on the public from clerisy. Besides, the image of National Policy and citizens were exquisite progressively. Second, even the audiences were based on the Taiwan Governor’s Office Organization Magazine, there was easy to figure out the noticeable transformation between the National Policy and citizens. Third, according to the result we found from New Building, the Assimilation had not only unique function during the war period, but also plays as entertainment role.
