  • 二十一世紀初,文化創意產業的成長逐漸受到重視,為了有效促進文化創意產業之推動,許多歐美國家也陸續提出策略性的政策與工具,創意文化園區的設置便是重點策略之一。在全球策略性地發展文化創意產業的潮流之下,體認到文化創意產業的重要性,我國於2002年5月所提出的「挑戰2008:國家重點發展計畫」中,即把「文化創意產業發展計畫」列入十大重點投資計畫當中,並提出「五大創意文化園區」之構想;其中對於文化創意產業環境之整備,強調創意文化園區與各生產基地連結關係之建立,即藉由實體空間(五大園區預定地、其他創作基地、生產基地)與虛擬空間(網際網路的運用)的建立,以形成產業群落,並建立產業分工與跨領域整合的架構。
    然目前國內對於創意文化園區之相關研究中,缺乏對產業群聚效應作用之全面性探討,故本研究即是在產業群聚理論基礎下,利用區位商數、標準化區位商數等地理集中程度衡量方法,觀察台北華山創意文化園區影響週遭地區文化創意產業群聚之變化情形,並分析其群聚特性與聚落化程度之高低,藉以檢視「創意文化園區」此項工具是否確實達到其文化產業群聚之效果,以及對區域文化創意產業整體之發展影響。
    另一方面,並藉由國外相關領域學者長期觀察一系列文化特區之經驗,在考量台灣設置創意文化園區之背景條件之下,歸結出於創意文化園區推展過程中五個關鍵的影響要素,進一步檢討華山創意文化園區在目前政策之進行下,無法有效發揮執行效益之因素,以釐清台灣推展創意文化園區策略所應仔細思考與衡量之重點架構,作為未來創意文化園區政策修正方向之參考。

    At the beginning of 21st century, the development of the cultural and creative industries flourishes rapidly, and it becomes an overwhelming trend in the world. To promote the cultural and creative industries effectively, several developed countries have proposed related policies and programs. Conscious of the importance of cultural and creative industries, the authorities in Taiwan have proposed the “Challenge 2008 National Development Plan” in May, 2002. In this plan, one of the programs is to set up “five Cultural and Creative Industry Parks”, and it emphasizes the relationship between Cultural & Creative Industry Park and other industry stations. Further, forming the industry clusters by means of substantial space and virtual space, and integrating Cross-domain industries.
    However, referring to the researches on Cultural and Creative Industry Parks in Taiwan presently, it lacks for entire research of the industry clusters effect. Therefore, the article intends to use the statistics of “Industry, Commerce and Service Census” and analyze the industry clusters. Using the method of location quotient and standardized location quotient to interpret the transform of the industry clusters conditions in Taipei City (the sites of Hua- Shan Cultural and Creative Industry Park), and analyzes the cluster features and degree.
    On the other hand, by the experiences of observing a series of cultural quarters aboard and considering the conditions of Taiwan, we can generalize five core elements in the process of Cultural and Creative Industry Parks. Finally, examining the development of current policy in Hua-Shan Cultural and Creative Industry Park, and it may therefore be useful for amendment to the Cultural & Creative Industry Park program in the future.
