  •   我國交通部為全國交通行政及交通事業之最高主管機關,下設有民用航空局負責辦理航空事業之飛安監理與航管助航等事務。航管助航是指航管等飛航服務及助、導航等設施;民航局飛航管制組統籌我國航管助航等業務之規劃、規章研訂及督導考核、研究發展等事項。
    經本研究所獲致結論,航管組的職務分派與人力運用和業務職掌是相吻合的,但目前運作人力是不足的,原因是人員晉用不易與編制員額不足,航管組應根本解決人力不足的窘況,晉用適當人選以健全組織的發展,達成提高飛航服務品質及水準的使命。

      除了職務專業職能外,航管組應加強英文、電腦軟體操作、公文撰寫辦理、業務傳承、人際關係和協調聯繫等行政職能訓練,和職務代理人與代理主管的訓練,以強化組織功能及培育儲訓接班人選。
    航管組分為管制、系統、環保、助航、情報、氣象、通信等各種不同專業類型的科、席位,業務性質南轅北轍,如何經由訓練培育出業務整合的領導者,是非常重要的。

      航空運輸是世界性的產業,民航局是我國航空運輸飛航安全與飛航服務的最高主管機關,為能與世界接軌,民航局業務承辦人員應具有國際觀,參與國際性的會議、講習、展覽會、參訪等各種不同類型的訓練以提昇眼界與素質更是必需的。

      為了鼓勵員工進修,訓練必須與考核制度相結合,如此可提高員工學習情緒,增加員工學習成就,進而提升機關工作效率與我國整體飛航安全與飛航服務品質。

      The Ministry of Communications of R.O.C is the top authority of national traffic administration and business. The Civil Aeronautical Administration (CAA) under it is in charge of affairs including aviation safety, air traffic control and navigation. Air traffic control and navigation here mean the flight services and related facilities that can help and guide flights supplied by CAA. The Air Traffic Services Division under CAA which we discussed in this study integrating and handling affairs about the planning, policies and guidelines setting, supervision and check, research and development of air traffic control and navigation.

      The conclusion of this study tells us:the job assignments and human resource operations in the Air Traffic Services Division matches to the competences requested. The problem is the lack of manpower at present. We find out two reasons of this problem from this study. One is the personnel of CAA do not have a proper way to promote to a higher office; another is the original shortage of personnel arranged. The Air Traffic Services Division should solve the problems mentioned above to reach the goal of higher quality of flight services supplied.
    In addition to the professional competences requested, the Air Traffic Services Division should enhance other abilities such as administrant skills including English communication, official software operating, official documents writing, professional works teaching, and interpersonal relationship dealing and coordinating. Furthermore, in order to promote the personnel function of organization, the Air Traffic Services Division should strengthen the training on agents of business and deputy chief.

      It is a very important issue that how to educate a chief of the Air Traffic Services Division by training. Because of the Air Traffic Services Division divided into several administrative divisions by different professions including air traffic control, system, environmental protection, navigation, flight information and aeronautical meteorology. All divisions in detail are total different and also the competences requested.

      Air transportation is a global industry and CAA is the bridge which connecting to the world of R.O.C. If we intend to reach the level of the world, we should empower the employees of CAA to have global view by joining international conferences, short-term training, exhibitions and other types of training.

      In order to encourage employees of CAA to learn, training must combine with check. We can level the emotions of learning and increase achievements of studying of them by the combination then promoting the work efficiency, aviation safety and quality of flight services.
