近年來隨著全球化的影響而引發許多全球性的議題，因為這些全球性議題的特性並非是單一國家可以獨立處理的，所以產生了對「全球治理」的需求，故全球治理的興起與全球化的關係十分地密切，兩者可說是相輔相成的關係。國家在過去一直被視為是國際關係中的主要行動者。然而，如今在全球治理的概念下國家已經不再是國際關係中唯一的行動者了，因為傳統的統治概念逐漸轉變，使得治理概念的興起，非政府組織因此比起過去獲得了更多發展的空間與機會，也因為其本身的特性而符合了全球化的需求，逐漸成為全球治理中一股重要的力量。
因此本研究主要探討非政府組織在全球治理概念下的運作情況，探究非政府組織參與全球治理的必要性、扮演什麼樣的角色與所面臨的困境。而本研究所探討的非政府組織是以自由之家為例，自由之家在人權與自由的議題上扮演著重要的角色，而活躍於國際舞台；本研究即是探討自由之家參與全球治理的運作情況，並且也探討非政府組織自由之家對於台灣自由程度之提升的評論與影響，使台灣在非政府組織自由之家的影響之下，能夠朝著更加自由的方向邁進。

With the impacts of globalization in recent years, it had caused many global issues so far. Because the global issues can not be solved by only one country, we need a new solution that is called as global governance. There is a close relationship between globalization and global governance, and they complement each other. Furthermore, the nations were regarded as the main actors in international relations in the past. However, they are not the main actors anymore. Non-governmental organizations now get more and more opportunities for development because of its traits. So the nongovernmental organizations are becoming an important power in global governance.
Therefore, this article focused on the operation of non-governmental organizations in the concept of global governance, and discussed with the need for non-governmental playing a part in global governance, and with what kind of roles played by non-governmental organizations, and difficulties faced by non-governmental organizations. Furthermore, Freedom House plays an important role of the issues of human rights and liberties for a long term. In this case, this article intends to discuss how the non-governmental organizations Freedom House functioned in global governance. Taiwan was assessed as a free country and was affected by Freedom House. Under the affection of Freedom House, Taiwan will become more free in the future.
