  • 臺灣是個依賴國際貿易的海島型國家。由於中國大陸之崛起,臺灣貨櫃港口面臨極大的挑戰,高雄港過去曾經是世界第四大港口,如今排名已大不如前。由Parola和Satta兩位學者的國際進入理論做為基石,本研究建立港務集團海外進入模式之四大主準則與十三項次構面。接著本研究運用決策實驗室分析法(DEMATEL)與網路分析法(Analytic network process)檢視構面與準則之因果關係與權重,最後進行方案評估。分析結果顯示港務集團投資海外市場時,最佳之替選方案為參與中國大陸政府之一帶一路計劃,主準則方面“投資國之政策與政府機關因素 ”與“當地市場狀況”比起“企業本身資源”與“跨國企業策略與母國因素”更加的重要。 另外在次準則的部分,當地“貨源充足” 與“充足市場知識、行銷能力與差異化服務” 為十三項次準則中最重要之次準則。本研究旨在探索海運公司投資海外港口營運時之風險與成功關鍵因素,希望提供海運業管理者在研擬經營管理策略之評估參考。

    Taiwan is an island country heavily relies on international trading activities. However, due to the emergence of mainland China, container ports in Taiwan are facing extreme challenge. Port of Kaohisung, once number four in terms of volume, has already fallen out of top 10.
    From the international entry theory form by Parola and Satta as a foundation, this study developed main criteria and 13 sub-criteria. We employ Analytic Network Process (ANP) and Decision Making Trial and Evaluation Laboratory (DEMATEL) to analyze the priority and cause-effect relationship among criteria and sub-criteria respectively, obtaining the best alternative.
    The result indicates that the best alternative for Taiwan maritime company is to cooperate with China’s one belt one road initiative. The least clever is to rely on our own Taiwanese government. Furthermore, when investing in other market, “Host country political and market conditions” will be more important than “Firms resource and home country factors”. “The potential of goods supply” and “whether the company can provide differentiated service with good market strategy” are two of the most crucial sub-criterions.
