去年九月辛樂克颱風在南投縣廬山溫泉區造成嚴重之災情事件，引起社會大眾關切政府防災預警之能力，故本文以廬山溫泉區為例，從「災害損失情況」和「標的團體之感受」之兩個面向，剖析災害預警系統之政策形成、規劃和執行，衡量從中央至地方整體災害預警系統之防災成效。在台灣，災前主動預警工作日漸重要，成為從中央與地方之施政的重點，尤其在民國89年6月30日「災害防救法」順利通過後，俾使防災預警功能有完整的法規規定，依據法源確切落實災前預警之觀念。中央亦依據該法擬定災害防救基本計畫，而各業務主管機關和各級政府則以此計畫為上位指導計畫，進行跨部門以及與專家學者共同制定各該災害防救業務計劃和地區災害防救計畫。
　　除此之外，各級政府跨層級之縱向連結，更為目前須加以強化之步驟，尤其是中央與地方之串連，更應明文於計畫中並加以落實，方能確保組織彼此間預警資訊之即時傳遞並確保接收，使地方政府立即採取正確決策，避免錯失疏散避難之良機，進而建立一套健全的預警系統運作體系，提升各級政府之災前緊急應變能力。另一方面，本研究發現地方政府並無一套風險溝通計畫，雖有舉辦防災教育宣導活動，建立正確防災觀念，但卻未從民眾之內心深層了解他們的風險認知，喚醒防災意識，亦為執行階段之缺失。最後，本文針對研究結果提出項研究建議，分別為水利署和地質調查所須立即針對廬山溫泉區規劃一套健全災害預警系統之運作方案、中央與地方定期地召開防災會議、基層修訂預警系統方案時可與民眾進行雙方互動以及政府須建立一套有效的風險溝通計畫。

There was a serious disaster which caused by Sinlaku Typhoon in LuShan Hot Spring in Nantou County last September. It made the public to consider the ability regarding disaster warning. This thesis takes the example of LuShan Hot Spring, and the author sets up two ways, “ disaster losses” and “target group's feeling”, to analyze the formation, planning, implementation of disaster warning system policy. It can measure the effectiveness of disaster preparedness from the central authority to the local governments. In Taiwan, disaster warning becomes more important than before and the governments focus on it. Particularly "Disaster Prevention and Relief Act" was passed on June thirty, 2000. It made pre-disaster warning have complete regulations and carried out the idea of pre-disaster warning by law. The central government drafted a Disaster Prevention and Response Basic Plan by law, and competent authorities and all level of governments drew up the Disaster Prevention and Response Operation Plan and Regional Disaster Prevention and Response Plan by cross-sector, and with experts and scholars.
In addition, the linking of the each level of the government should be strengthened at present, particularly the linking from the central to local governments. It can be written in the plan and it ensures that the organizations send and receive information, and the local government makes the right decisions immediately. It can avoid losing the opportunity of evacuation behaviors, improving the capability of the emergency response. On the other hand, the local government does not have a risk communication plan. Though it holds the disaster prevention education to establish a correct concept of prevention, it is not people’s the inner understanding of risk perception. It is an abuse of the implementation stage. Four research suggestions are provided in later section of this thesis, aiming at research findings. In the light of Lushan Hot Spring, the Water Resources Agency and the Central Geological Survey should plan a sound program of disaster warning system, the central and local government should hold regular disaster prevention conferences regularly, Ren-ai Township Office should interact with the people in order to revise the program of warning system, the government should establish an effective risk communication program.
