近年來許多組織採「360度回饋」創新的績效考核方法,可見組織中各層面之管理行為益具意義。本研究期盼以組織的觀點,探索幕僚應具備的向上影響能力與策略;用管理的角度,探究國會助理的制度與影響模式,提供國內學界及政界人士研究台灣國會助理向上影響行為的策略與績效之參考。以Weimer & Vining之觀點,立法委員的自聘國會助理所扮演角色,接近於政策分析人員的工作任務,即是協助他們的顧客(立法委員),對社會問題或政府的法案或政策措施提出質疑或思考解決的方案。在實際生活中,國會助理不僅有自我的主體觀感,又必須以選民的利益作考量,卻在華人組織文化下,向上影響行為實難與倫理相分開。本研究將探究國會助理與立法委員互動反應關係和國會助理向上影響行為的策略與績效相關程度。
本研究經因素分析後將國會助理與委員互動關係主要分為:家臣型、綜合負向型、親和型、誠懇型、勤勞型、壓力型。國會助理的向上影響策略主要分為:柔軟的理性間接影響、適度的理性直接影響、非理性的軟性間接影響、非理性的間接硬性影響、理性集體直接硬性影響、非理性的直接強硬影響。而其中互動反應關係分別與向上影響策略、向上影響策略績效及整體相互影響效果有其相關性;向上影響策略績效與整體相互影響效果有其相關性;互動關係能成功影響助理與委員整體相互影響效果、向上影響策略績效能成功影響助理與委員整體相互影響效果。本研究亦發現助理與委員互動關係於整體相互影響產生第一群低互動型、第二群高互動型、第三群中互動型的集群分布;助理的各條件在各構面影響有顯著差異的集群分布;委員的各條件在各構面影響亦有集群分布;助理對委員之領導滿意度於各構面呈現高滿意組及低滿意組。而委員能接受向上影響的程度,與助理對其領導滿意有關。
盼本研究之結論能提供華人組織文化中的向上影響策略些許的描述,對台灣國會助理的向上影響策略行為作記載,提供新進國會助理為參考。
Many organizations have recently adopted the “360 Degree Feedback Model” as an innovative tool for performance assessment which reveals the importance of omni-aspect managerial behaviors in organizations. This study explores the upward influence capabilities and tactics that staff should possess from an organizational viewpoint, and investigates the system and influence model of congressional assistants from an managerial viewpoint, aiming at a better understanding of upward influence behaviors of congressional assistants as well as a reference in the performance assessment of those assistants for both academic and political circles. From the point of view of Weimer & Vining, the role of congressional assistants employed by legislators is close to the job of policy analysts, that is, to assist their clients (legislators) in querying drafts and policies proposed by the government and formulating solutions to relevant issues. In real practice, congressional assistants not only possess subjective observations and comments of their own but need to act in accordance with interests of the electorate, while under traditional Chinese culture, upward influence always get tangled with orderliness. This study will also delve into interactions between assistants and legislators and the association with upward influential behaviors and performance.
Through factor analysis, this study categorizes the interactions between assistants and legislators as: vassal type, integrated negative type, affinity type, cordial type, diligent type, and stress type. Upward influential strategies are divided as pliable rational indirect influence, moderate rational direct influence, irrational pliable indirect influence, irrational indirect rigid influence, rational collective direct rigid influence, irrational direct rigid influence, while the interactions are associated with upward influential strategies and performance of upward influential strategies and overall interaction effects respectively. And, performance of upward influential strategies is associated with overall interaction effects. Interactions successfully influence the overall interrelationships between assistants and legislators. Performance of upward influential strategies successfully influences the overall interrelationships between assistants and legislators. Three clusters based on the interactions between assistants and legislators and overall interrelationships are also discovered in terms of interactive patterns. The first cluster is low interactive type, the second cluster is high interactive type, and the third cluster is medium interactive type. Influence of assistants’ qualifications on various aspects exhibit cluster distribution with significant difference. Another cluster distribution of influence of legislators’ qualifications on various aspects is also found. Both groups of high and low satisfaction are found in the satisfaction level of assistants toward legislators.Legislators’ acceptance of upward influence is related to assistants’ satisfaction of the leadership.
It is anticipated that conclusions of this study will be able to portray the upward influence strategies in organizations under Chinese culture and describe the upward influential strategies and behaviors of congressional assistants in lawmaking body of Taiwan and provide new congressional assistants as references.
