在推動區域產業創新的過程中,經由企業研發與策略聯盟的形成與發展是重要策略與積極做法。因此政府在致力於產業發展時,採取推動企業研發與策略聯盟的成立做為整合機制與運作平台,以強化業者間共識與資源整合之能量,並運用組織化力量尋求更多研發資源的投入,同時轉化為更高的技術能量,提升產業創新與研發能力,如此,在產業不斷的創新中,可創造永續的產業發展。
本研究觀察到,台灣台南地方政府在推動地方產業創新與發展的積極作為上,其對產業服務之策略與做法,異於一般地方政府之被動因應心態,而是先行了解業界問題與需求,並積極推動與協助企業研發與策略聯盟成形,同時主動提供相關政策工具,協助聯盟發展過程中所需資源,成功推動成立六個企業研發與策略聯盟,並產出顯著的研發成果。因此本研究透過文獻整理、案例探討、專家訪談與問卷調查、實證分析,進行地方政府產業服務創新模式分析,並探討地方政府在企業研發與策略聯盟成形與發展模式之影響。
研究初步發現,企業研發與策略聯盟成形與發展成功關健因素為:聯盟成形的驅動力、聯盟運作的持續性、多方資源的整合性、聯盟合作的多元性、聯盟成員的信賴性、參與者的積極性,而地方政府在聯盟的成形與發展過程中,若能協助建構交流平台,推動知識、經驗分享與交流,鼓勵企業研發與合作、執行產業創新政策、導入學研與政府資源等皆有相當的效益。

While promoting the Innovation of Local Industry, the establishment and promotion of the Industrial Research and Development (R&D) Alliance is not only an important strategy but also an active way. Therefore, when the government is striving for the Industrial improvement, it works on establishing of Industrial R&D Alliance to strengthen the common consensus of the individual business and the energy of organizing resource. In addition, it also utilizes the alliance power to seek more R&D resources and hence to transform them into more powerful technology energy to upgrade the industrial innovation and R&D ability. This research observes that Tainan city government in Taiwan has shown its enthusiasms in promoting the upgrading and developing of local industry. Comparing to other city government’s passive attitudes, Tainan City Government’s strategic policy to serve for the industry is to understand their problems and needs, following by the persuasive coordination to form the Industrial R&D Alliance and to assist its developing process. It has successfully formed 5 different groups of Industrial R&D Alliances with remarkable outputs. Hence, this study aims to analyze the innovative models of industrial services from local governments by probing literature surveys, case studies, interviews of experts, and questionnaires. It also explores the influences of the local government on the industrial strategy and the establishment of industrial R&D Alliance. This research work illustrates the key elements to the success of the industrial strategy and the R&D Alliances which have successfully established and well-developed include the sustainability of the alliances’ operations, integrity of the resources, diversification of cooperation, and the reliability and enthusiasm of the members. It would show even profound effects with the assistances by local government in the knowledge and experience exchanges, R&D promotion, innovation policy, and the academy /research/government resource inputs during the process of establishment and development of the alliances.
