隨著歐美低成本航空公司以其特出的營運概念成功獲利數載,東南亞的低成本航空市場亦正處方興未艾之際,然而,至今仍無國籍低成本航空公司投入國際空運市場。綜觀我國飛航環境,是否存在不利其發展的條件因素,爰此,進行本研究。為求瞭解實際情況,本研究藉由專家深度訪談的方式,與民航局、國籍航空公司以及旅行社等六位從業人員就法令規範、機場環境以及市場區隔等三大構面所擬之相關問題進行訪談。研究結果包括三項論點:(一)我國與鄰國並未簽署「開放天空」協議,雙邊協定多存有運量及指定等限制,且未來藍圖並無納入低成本航空;(二)異於歐美與東南亞等地,國內各機場運能均未至難以負荷之勢,且時間帶取得難以逾越「祖父優先權」的鴻溝;(三)旅行社於售票通路中仍顯強勢,且其深具市場優勢之「團體套裝旅遊」仍為多數國人首選。本研究認為就現況而言,國內整體的空運環境確實存有諸多有形無形之背景因素或營運上可以預期的挑戰,其均不利於低成本航空的發展。
While Southeast Asian low-cost carriers (LCCs) have been vivacious in expanding their business within the region for years, there has been hardly any national LCC setting foot in international air travel market despite foreign LCCs’ potent entry. The objective of this thesis is to explore the unfavorable factors existing in Taiwan’s air-travel environment to restrain LCCs’ development by method of in-depth interview with practical experts, including Civil Aeronautics Administration, national airlines, and travel agency. In terms of three primary aspects: laws and regulations, airport environment, and market segmentation, the results indicated the logic that it is definitely impossible for Government to deregulate international market for shielding national airlines from uneven profitability. By comparison, there is no overcrowded traffic among Taiwan’s airports, relatively, facilitating establishment of tailor-made terminal in Southeast Asia. Marketing power of tickets is still in travel agencies’ hand with their competitive “group packaged tour”. The authors concluded that national LCCs are at a distinct disadvantage in Taiwan’ air transportation industry, if any.
