本論文之目的在指出英國政治經濟學者John Atkinson Hobson的著作《帝國主義的研究》(Imperialism: A Study)中展現的社會改良主義(social reformism)觀點,特別是他如何要求朝向「經濟平等」的目標進行改良。本文主要論點是:第一,Hobson對於19世紀末期先進資本主義國家進行帝國主義海外擴張行動的研究有一個更深層的意圖:他其實是在尋求如何解決國內貧富差距過大與所得分配不均的方法。第二,他認為帝國主義擴張的最主要根源在於國內經濟體系出現過剩資本,而過剩資本的根源又是所得分配不均;因此,他認為解決帝國擴張的方法就是解決經濟分配不平等。他主張以社會改良主義的政策出發,藉由政府來實行所得重分配政策來減少所得分配不均,並同時解決帝國擴張的問題。第三,本文分析了Hobson的社會改良觀,並將之與自由主義、馬克思主義與其他社會改良主義者對帝國主義問題的看法進行比較,發現他對帝國主義問題的解釋與後三者並不相同,並有其獨特之處;由此,社會改良主義可以提供一條詮釋Hobson帝國主義理論的新途徑。
The thesis points out the idea of "social reformism" in John Atkinson Hobson's work Imperialism: A Study and focuses on how did Hobson ask the reform toward "eco-nomic equality". The arguments of the thesis are: First, there are two points in Hobson's imperialism theory: the "over-saving" and its opposite, the poverty. Hobson focused on the later and looked for the remedy. Second, the economic taproot of im-perialism was the surplus of capital, and the root of the surplus of capital was unequal distribution. Hobson argued the remedy of unequal distribution would be social re-form policy and income redistribution. Third, the thesis has discussed the reform thought of Hobson, and compared with Liberalism, Marxism and other social reform-ers' idea. The result can make a new viewpoint to study Hobson's thought and his im-perialism theory.
