The scooter is a common means of transportation in daily life, offering numerous advantages. It is highly convenient, allowing quick navigation through congested urban areas and saving considerable commuting time. Compared to cars, scooters have lower purchasing, maintenance, and operational costs, saving on transportation expenses. In Taiwan, scooters are not only popular among young people but also essential for older adults, especially in areas with underdeveloped public transportation, where they are crucial for maintaining mobility in daily life. According to statistics from the Executive Yuan Global Information Network (2023), 24% of seniors aged 60 and above hold a scooter license, approximately a quarter of the licensed population. Additionally, in recent years, the Tainan City Government has been working to improve the city’s transportation environment, making Tainan the focus of this study.
This research first employs discourse analysis to examine how elderly scooter riders are portrayed in official traffic regulation documents and traffic news reports. Following this, through in-depth interviews, the study uses practice theory to explore the actual use of scooters by older riders. By analyzing data from multiple sources, this research seeks to understand the everyday scooter usage practices of senior riders and the connection between them and scooter use, as well as how they interact with the traffic environment. The findings will provide recommendations for policies and infrastructure improvements to enhance the safety and accessibility of scooter use for older adults.
