近十年來，以都市設計管制作為都市開發管制之工具，已成為台灣都市發展工作之主流趨勢。但在管制內容上，都市設計管制規範仍然受傳統都市計畫之規劃方式影響，偏重在土地使用與建築相關管制內容上，使得以都市景觀為主的整體空間塑造、生態環境與都市活動，在都市設計中被忽視與扭曲。檢視目前都市設計相關法源，其中對都市設計管制內容影響最深的為「都市計畫定期通盤檢討實施辦法」第八條，該條文中明訂「景觀計畫」為都市設計應辦理事項之一，但在實際案例中的都市設計實質計畫與管制規範，景觀計畫往往被侷限在環境設施與植栽綠化的範疇中，這不僅扭曲了都市景觀計畫之本質，亦減低了景觀計畫在都市設計之中的貢獻。

　　本研究藉由「都市景觀計畫理論」與「台灣都市設計制度」之回顧與探討，從理論、法源與執行層面，分析兩者的關係、差異與彼此之間的定位。並藉由新市區建設地區之案例分析，探討都市景觀計畫在現行都市設計制度中所面臨的課題。以建構符合現行都市設計制度的都市景觀計畫範圍與內容。

　　本研究之目的包含以下幾個重點：

一、探討都市景觀計畫在都市設計之中應有的定位，以釐清都市景觀計畫在都市設計之中應有的範圍。

二、探討新市區案例中的景觀計畫內容，找出景觀計畫不足及應加強的部分。

三、在現行的都市設計制度下，建構新市區的都市景觀計畫之架構、原則與內容，並依其計畫內容，提出管制規範的擬定原則。

　　研究結果顯示，在現行「都市計畫定期通盤檢討實施辦法」的架構下，都市設計中的景觀計畫應定義為「狹義的景觀計畫」，是一因應現有法規體系所產生的景觀計畫內容。此一景觀計畫應包含六個主要項目：空間架構計畫、環境設施計畫、植栽計畫、照明計畫、生態計畫與休閒遊憩計畫等。其中，照明計畫、生態計畫與休閒遊憩計畫為本研究提出，應在現有都市設計管制內容之外增加的景觀計畫管制內容。而現存的空間架構計畫、環境設施計畫、植栽計畫應增加計畫內容的目標性與原則性說明。另外，在都市設計實質計畫前，應有完整的活動計畫考量，以作為實質空間規劃之依據。而在管制規範的擬訂原則上，管制規範的呈現應落實在目標、標的、準則三個層級上。

　By using “controlling urban design” as a tool of “controlling urban development” has become a main trend of urban development in Taiwan for past 10 years. In the concept of “controlling urban design”, the method of traditional urban planning has strong influence on it. It emphasizes land uses and issues relate to building regulation, but overall space planning, environment and urban activities are ignored in the process of urban design. Review the “Regulation for Overall Review of Urban Planning” in Taiwan. The section eighth of this regulation deeply effects the concept of “controlling urban design”. In this section, however, it clearly point out that “Landscape Planning” is one of issues that needs to be resolved. “Landscape Planning” is usually limited to furniture design and planting in the physical plan and control guild line of urban development projects in Taiwan. It’s not only twisting the meaning of urban landscape planning, also minimize the function of landscape planning in urban design.

　In this research, by reviewing “theory of urban landscape planning” and “urban design system at Taiwan" in three fields: theories, laws and executions, it’s going to analyze differences, relationships and influences between two of topics. By studying new urban development projects, it will discuss problems that we are facing on "Landscape Planning" in the process of urban development. This research also tries to establish a system and guild line for “urban landscape planning” that under the system of urban design.

　The purpose of this research includes several important issues:

1. To discuss the essence of “Urban Landscape Planning” in urban design. Define the function of "Urban Landscape Planning" in urban design.

2. To Study new urban development projects. Finding out that need to be solved during the process of “Urban Landscape Planning” and providing solutions.

3. To establish principles, contents and systems for landscape planning under the regulation of urban design in Taiwan. It also will be the guild line for writing urban design regulation.

　According to this research, under the system of "Regulation for Overall Review of Urban Planning" in Taiwan, the meaning of "Urban Landscape Planning" in urban design is limited. Basically, it’s a product that be created to match the system of urban design we have now. "Landscape Planning" should include six main elements: Space Planning, Furniture Planning, Planting, lighting Planning, environment planning and activities plan. Lighting Planning, Environment Planning and Activities Planning will be discussed in this research. This is three elements should improve the content of "Landscape Planning Regulation" in the regulation of urban design in Taiwan now. Other three elements, Space Planning, Furniture Planning and planting, should be emphasized on the explanation of goals and principles of “Landscape Planning”. In addition, we should have complete analysis of Activities Planning before setting up the physical plan of urban design. It could be the base of space planning. For the principles of setting up the regulation, it needs to clearly explain on three levels, goals, objectives and criteria.
