國際上及不同國家之間,對於危險物品運輸都保持高度重視的態度。道路危險物品運輸作爲運輸量最大的危運運輸方式,相較於其他運輸方式在各城市居民的日常生活中影響程度更高。在危險物品運輸中,從業者與危險物品運輸設備、設施、營運、培訓規範,是在實際運輸活動中影響危運安全的因素。
英國的道路危險物品運輸體系相較於中國成熟早且完善。中國近些年的高速發展也使道路危險物品運輸量和從業人員逐年增長,中國政府在相關法律法規上也根據國際及國内實際情況不斷完善。但是,在實際運輸活動中還存在不少因運輸業者人爲因素導致重大事故發生的情形。
本文旨在以深圳市道路危險物品運輸業者爲例,採用結構方程模式(SEM)分析危險物品運輸業者安全績效影響因素之交互關係的影響路徑與影響程度。採用網路分析法(ANP)分析改善道路危險物品運輸風險準則間的相對重要性和優先權重,並結合模糊綜合評判分析本研究設計之改善道路危險物品運輸風險方案。本研究以深圳市爲例,對道路危險物品運輸從業者及專家進行問卷調查。
研究結果顯示經營業者活動風險是影響道路危險物品運輸安全績效的主要因素。網路分析法結果顯示道路危險物品運輸法律法規是改善道路危險物品運輸風險最需優先改善要素。從模糊綜合評判結果中可知,在深圳市道路危運企業管理人員評估採用英國危運系統内容的可行性上,管理人員認爲在成本考量下英國危運系統部分内容可應用在目前實際危運經營與運輸業務中以改善道路危險物品運輸風險。
Road transport of dangerous goods is the transport method of dangerous goods with the largest transportation volume. Compared with China, the UK's road dangerous goods transport system is mature and complete. China's road transportation of dangerous goods and the number of employees have increased year by year. However, in the actual transportation activities, there are still many situations where major accidents occur due to the human factors of the transportation industry.
This research is to take the road dangerous goods transport practitioners in Shenzhen as an example. Use Structural Equation Modeling (SEM) to analyze the influence path and degree of the interaction of the factors affecting the safety performance of the practitioners of dangerous goods. The relative importance and priority among the risk criteria for improving the transport of dangerous goods on the road were analyzed by the Analytic Network Process (ANP), and the risk improvement schemes for the road dangerous goods transport designed were analyzed combined with the Fuzzy Synthetic Evaluation.
The research results show that the operator activities risk is the main factor affecting the safety performance of road transport of dangerous goods. Furthermore, laws and regulations are the most important factor in improving the risks of road transport of dangerous goods. Managers or decision-makers believe that some of the contents of the British dangerous transportation system can be applied to the current actual dangerous transportation operation and transportation business to improve the risk of road dangerous goods transportation under the consideration of cost.
