至聯合國教科文組織成立後，各國便開始注重世界文物及古蹟建築物之保存，並制訂國際保存公約，藉由國際組織的力量，一同喚起對於古蹟的認知；共同有效的保存維護世界人類的文明瑰寶，因此「文化遺產保存」 (Cultural Heritage Conservation) 是目前全球積極推動的工作。

聖多明哥殖民城市為哥倫布於1492年發現美洲新大陸，並於公元1502年在聖多明哥市，建設第一個美洲殖民城市，至今殖民遺跡保存完整，而整個西班牙殖民區的範圍，已在1990年12月10日在聯合國教科文組織於加拿大所舉辦的第十四會議中，被聯合國教科文組織 (UNESCO) 登入為世界文化遺產。儘管如此，歷史城市同樣在經濟成長的壓力下，也面臨保存的困境。有鑑於此，本研究將回顧聖多明哥殖民城市之發展與變遷及殖民城市對於文化價值之定義和探討保存文化背景和文化資產之保存歷程 。

Since the establishment of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1945, many countries gradually turn their attention towards the preservation and conservation of their historic buildings, artifacts and monuments. In the spirit of protecting our World’s heritage, various Conventions were implemented by UNSECO to safeguard both the tangible and intangible heritage all over the world. Throughout the years, with the passing of the various Conventions, global recognition and appreciation of our World’s heritage has slowly shown its effect. To-date, many countries have given their support to heritage protection through the signing of various Conventions and have since actively committed themselves towards the conservation of World’s cultural heritage.

Santo Domingo colonial city was discovered by Columbus during his voyage quest for the New World which first began in 1492. By 1502, Santo Domingo city was officially established to become the first American colonial city. Fortunately, the remains of the five-century-old colonial city was still relatively intact and complete, and thus in 10th December 1990, the entire Spanish colonial zone was officially listed into the World Heritage Sites during the 14th UNESCO meeting held in Canada. However, like most historic towns, the conservation of Santo Domingo city was constantly under the threat of urbanization and economic expansion. In view of the above situation, the study began by first reviewing past literature records to understand the transitional changes and development of the colonial city throughout the centuries. Next, the background of the country’s cultural heritage conservation practice were studied in detail. Followed by an in-depth understanding of the nation’s overall heritage conservation process, this thesis attempts to explore the underlining cultural heritage values of Santo Domingo colonial city during the process of conservation.
