本研究藉由問卷調查之方式,探討廠商水災損失,以及投保颱洪險與因颱洪所導致營業中斷保險之意願。調查對象為台南和高雄六個主要工業區和一科學園區。文中主要由三個層面來探討對於廠商投保意願的影響,分別是廠商特性、產品特性、水災經驗。另外根據廠商訪談之結果,我們還加入保險特徵,即是否經由保險經紀人投保、廠商是否由專業經理人管理和廠商已有的防災措施。
實證結果方面,本文首先建立廠商水災損失函數。研究結果為:(1)停電天數、廠商面積總坪數對水災損失為顯著正向影響。(2)廠商防災措施方面,只有防水閘門等設備有顯著負向影響。而在投保颱洪險意願方面,研究結果為:(1)電子相關產業、產品外銷比例、具有BCP(企業營運持續計畫)有顯著正向影響,此結果符合我們預期。(2)水災經驗呈現顯著負向影響。其原因為,多數受訪廠商僅有一次水災經驗。而只有一次水災經驗的廠商可能還在評估投保颱洪險所能帶來的效益,導致廠商對於投保颱洪險處於觀望的狀態。另外,由訪談得知,有多次淹水經驗的廠商有一些較特殊的防災措施,也會降低投保意願。
This study evaluates the flood loss and the insurance demand of manufacturing factories. Survey was conducted in six major industrial parks and a science park in Tainan and Kaohsiung. The willingness-to-buy for flood insurance was affected by three aspects, namely factory and product characteristics and flood experience. Also, according to the results of interviews with manufacturers, whether insurance broker is involved, whether professional manager is in charge and adopted mitigation measures may affect the willingness-to-buy for flood insurance.
The empirical results of flood loss function shows: (1) The power outage days and the plant area have significant positive effects on flood loss; (2) the flood gate has a significant negative effect on flood loss.
The willingness-to-buy flood insurance was affected by electronics-related factories, the export ratio of factory’s products, whether has BCP (business continuity plan). However, the flood experience has significant negative effect on the demand of flood insurance. The reason may be that most surveyed manufacturers only have once flood experience, and they may still assess the benefit of flood insurance. In addition, some well-experienced factories have specific flood mitigation measures. That reduce the willingness to buy flood insurance.
