災後重建規劃一直都是天災頻仍的台灣須正視的議題,而規劃者在安置災民之外,更應重視在規劃過程中容許災民參與的可能性。本研究透過質性研究,以莫拉克颱風災後高雄大愛園區的永久屋規劃為例,藉訪談參與災後重建的規劃者與文件資料的彙整,分析永久屋政策、大愛園區的規劃過程及規劃過程中的災民參與情形。此外本研究亦企圖從不同的規劃理論範疇中,思考並詮釋不同規劃選擇價值的發展脈絡,嘗試從規劃過程中思考資訊、權力與公眾參與的關係。
在規劃理論的發展中,對公眾開放、容許公眾參與的民主規劃過程、以及對規劃過程中的溝通行動的重視,日漸成為不可忽略的規劃價值,規劃者所扮演的角色也隨之不斷改變。為了凸顯規劃者在公眾參與中扮演的角色,本研究以高雄大愛園區的規劃過程為例,分析規劃者如何面對災後重建中的災民參與。研究發現,在高雄大愛園區的案例中,規劃者仍傾向採用「自主式管理決策」或「改良式自主管理決策」的方式來處理公共決策問題,即便他們認同災民參與的價值。就溝通行動而言,在規劃過程中,規劃者必須面對大量的資訊與來自各方的權力壓力,對規劃權力忽視或對資訊傳遞的扭曲,都會促使災民參與流於形式,規劃者將受限於結構,災民參與也會受到更大的阻礙。
大愛園區的例子提醒規劃者,在規劃過程中必須對規劃權力有所自覺,規劃者必須適度保持開放、容許災民參與、並盡量避免資訊扭曲的情形發生。花時間和精神與災民溝通、互動並尋求共識,短期內看似會增加規劃工作的複雜度,但就長期而言卻是促使重建更加永續、促進政府與災民之間的互信關係的契機。
Post-disaster reconstruction planning has been a key issue in Taiwan. Planners should not just re-housing victims but also think of the possibility of involving victims into planning process. This thesis takes a qualitative research and uses the planning of Kaohsiung Da-Ai permanent housing community as a case. By interviewing the planners and collecting documentary materials, this study analyzes the policy of permanent housing, the planning process of Da-Ai community and the participation in the planning process. In addition, by tracing the development of planning value from different planning theory, this study also analyzes the relationship among information, power and participation in the planning process.
The democratic planning process that opens to the public and, involves public participation and puts emphasize on communicative action has became important planning value that can’t be ignored. In order to show the roles that planners played in the planning process, this study looks into the planning process of Kaohsiung Da-Ai community and analyses how the planners dealt with participation. The study shows that planners in this case tend to take “autonomous managerial decision” or “modified autonomous managerial decision” while dealing with public decision even though they believe in the value of participation. When it comes to communicative action, planners must face massive information and multiple power pressure while both the ignorance of power and the distorted information may make the participation merely a formality. Planners will be confined to the structure and the participation will be interfered by planners.
The research result shows that being a planner must be aware of planning power. Planners should be open enough to involve participation and avoid information from being distorted. Although investing in time and working on communicating, interacting and seeking consensus together with victims seems to make it more complex for the planning work in a short term. Taking it for a longer term, it’s the opportunity to make the reconstruction more sustainable also to make the better relationship between government and victims with trust.
