台南市在府城歷史街區計劃前後（2015-2020年）期間，都市空間發生重大轉變，反映台南市過去20年在府城地區的都市設計成果，包括都市空間發展架構與具有都市設計願景與目標的計畫，以及實施的都市設計管理方式。針對台南市核心地區－府城，有各類型的都市空間改造，以及劃設都市設計審議地區加強地區特質，是有意識地形塑都市空間，介入案件的設計過程，影響設計內容。
　　為探討台南市在府城地區的都市設計成就，挑選台南府城地區的關鍵案例，呈現台南市在府城都市空間發展的關鍵位置、不同的公共及開放空間類型及開發規模，以及反映政府機關的公共工程管理方式與牽涉的都市設計相關規定。研究是先分析個案的基地背景、設計目的、都市設計管理過程與都市設計議題，再以「場所感模型」與《共鳴環境》原則看案例的都市設計成果，以及比對案例的管理過程，最後綜合討論府城都市設計成就。
　　結果說明，案例改善台南府城的都市空間與增加都市活動機會，成就了鏈結藍綠帶的大型廣場與街道、增加綠帶的鄰里公園、配合古蹟風貌的旅館建築、形塑歷史氛圍的街區，建立市民與府城歷史街區之間的連結與未來都市生活的期待。案例呈現府城歷史街區是以尊重既有都市紋理的前提下達成都市設計目標，並且根據案例的開發規模層級、公共及開放空間類型、既有都市紋理的歷史性特質等基地特性，進一步營造場所。透過增加都市設計規定彈性，使設計方案面對基地特殊條件時有裁量空間，促進跨領域諮詢、集體性評估、地方需求表達的機會，使設計方案有效整合基地碰觸的不同議題、調整既定的目標、回應地方想法，提升都市設計品質。

The study explores the urban design achievements of Tainan City in the Fu-cheng historic district, important cases were selected to show the key locations of Tainan City in the urban development framework, different types of public or open spaces and scales, as well as to reflect the public works management of authorities and the urban design regulations. The study is to first analyze the site background, design purpose, urban design management process and urban design issues of the case, then explore the results of the cases from the "sense of place" and principles of "responsive environments", and finally discuss the achievements of urban design in Fu-cheng historic district.
The results show that the cases achieves large squares and streets linking blue and green belts, neighborhood parks with increased green belts, hotel buildings with historical features, and blocks that shape historical atmosphere. The cases presents the Fu-cheng Historic District in order to achieve the urban design goal on the premise of respecting the existing urban texture, and further create a place according to the scale level of the case, the type of public or open space, and the historical characteristics of the existing urban texture. By increasing the flexibility of urban design regulations, the design plan has room for discretion when facing the special conditions of the site, and it promotes opportunities for cross-disciplinary consultation, collective assessment, and local demand expression, so that the design plan can effectively integrate different issues encountered by the site, adjust the established goals, respond to local ideas, and improve the quality of urban design.
