  • 災害搶救為消防機關三大任務之一,在眾多火災型態中,工廠火警因面積廣大、隔間複雜且可能存放危險物品,消防員進行搶救格外困難,且伴隨著較大的風險。消防機關平時透過消防安全設備檢查、危險物品管理、防火管理及辦理搶救演練等預防整備工作,希望降低火災發生之機率及限縮火災發生之危害,然而上述措施是從公部門的立場出發執行,企業著重於營利,是被動接受要求的一方。不同場所特性,使得每件火災之搶救戰術不同,除了公部門消防機關之戰力外,私部門的場所資訊建立、消防安全設備的設置、員工火災應變的能力等,亦是決定火災搶救成功與否的重要因素,公、私部門間的合作順遂與否,對於消防救災至關重要。然而公、私部門間普遍因為公共財、集體行動及異質性,而存在社會困境。
    本研究透過質性研究的單一個案研究法,深入研究A企業與當地消防機關之集體協作,從共同聯合演練,進一步完成太陽能應變實驗。以價值共創觀點做為治理機制,透過溝通與對話、相互協商及提升資訊的可及性及透明性,化解公、私部門間的社會困境,達成價值共創。
    本研究分析結果發現,消防機關與企業間的往來存在著:缺乏合作意願、利益互相衝突以及個別成員採取不合作行為等三種社會困境,導致消防救災能力及企業自主應變能力的提升效果不佳。然而企業如果具有能動性,藉由與消防機關溝通互動,並增進彼此信任,能扭轉公、私夥伴關係間的社會困境,共創出單一部門無法達成的價值。

    Disaster rescue is one of the three major tasks of a fire department. Among many different types of fires, the factory fire is especially difficult for firefighters to rescue due to the large area, complex compartments and the possibility of storing dangerous goods, which is accompanied by greater risks as well. Usually, by inspections of the fire safety equipment, management of public hazardous materials, fire management and rescue drills, a fire department is working and trying to prevent, reduce the probability of a fire, and limit the hazards of a fire. However, the above measures are implemented from the standpoint of the public sector. Enterprises focus on profit and are the ones that passively accept the requirements. Therefore, due to public goods, collective actions, and heterogeneity, there are social dilemmas between the public and private sectors.
    This research uses single case study methods of qualitative research to deeply study the collective collaboration between the company A and the local fire brigade, from conducting the joint exercises to completing solar energy experiments. With the viewpoint of value co-creation as the governance mechanism, through communication, mutual negotiation, and improving the accessibility and transparency of information, the social dilemmas between the public and private sectors can be resolved and the goal of value co-creation can be achieved.
    The analysis results of this study have shown that there are three social dilemmas in the communication between the fire departments and enterprises: lack of willingness to cooperate, conflicting interests, and non-cooperative behavior of individual members, which has led to poor improvement of firefighting and enterprises' response capabilities. However, if a company can take the initiative in communicating and interacting with fire departments, and enhancing mutual trust, it can reverse the social dilemmas between the public and private partnerships and create value that is unable to be achieved by a single department.
