隨著全球各國機場收入結構逐漸地在改變,早期機場是仰賴航空收入(AR),取而代之的是非航空收入(NAR),其成長幅度已超越航空收入的成長,且機場以非航空業務來提高機場收入為主要目標。全球主要機場多半採用了特許經營(Concessions)等模式。
我國桃園國際機場雖然自2004-2008年營其非航空收入成長率持續高於航空收入的成長率,身處亞洲四小龍的台灣,其非航空收入屬於偏低,位居四小龍之末,且桃園機場自從改為國營公司之後面對一連串棘手問題待解決外,在管理機場商業活動時,若有效地規劃、經營管理機場商業活動,將會改善目前機場人員效率不彰、旅客滿意度低及非航空收入不足之問題。
本研究為了找出桃園機場最佳商業特許經營管理方式,應用AHP軟體Expert Choice進行計算與一致性檢定及敏感度分析,藉由航空領域之專家並獲得評估準則及評選方案之整體相對權重值,進而選出最佳機場特許商業經營管理方法之優先順序,以提供機場管理當局參考比較。研究結果顯示,在整體專家的評估中,準則依重要性程度排列分別為「管理效率」、「旅客滿意度」、「獲利性」,在機場特許經營管理方法中,不論是經營免稅商店、餐飲店或是零售商店,以「主特許經營商(Master-concessionaire Approach)」為桃園國際機場最佳的方法,來進行管理機場的商業經營活動,此種方法的廠商具有長期經驗,且更具有專業的銷售及行銷服務的能力(know-how),對未來機場在進行規劃商業空間時,可做為參考之依據。
The source of revenue for major airports around the world has changed over the years, from one which relied mainly on Aeronautical Revenue (AR) to one which is primarily boosted by Non-Aeronautical Revenue (NAR). The growth rate in the latter has in fact overshadowed the former and there is a growing trend amongst airport operators to aim to increase NAR for a sustainable growth in airport revenue. Currently, many global airports are using the Airport Concessions Method (ACM) to achieve this. At Taiwan Taoyuan International Airport (TTIA), while NAR has continued to take the lead over AR from 2004 to 2008, its absolute value and growth are nonetheless the lowest amongst the Four Asian Tigers. Since the nationalisation of airport operations at TTIA, there are increasing concerns over issues including the low efficiency of the airport staff, dipping customer satisfaction rating and low value in NAR growth. It is opined that proper planning and management of commercial activities at TTIA will be useful in addressing these concerns.
This research aims to find out the best ACM for TTIA and has used the Analytical Hierarchy Process (AHP) software’s Expert Choice (EC) component to conduct a consistency test and sensitivity analysis. In addition to the numbers obtained fro m the tests, aviation experts’ views were also sought after and factored into the study, so as to ensure a holistic assessment of the different ACMs for the perusal of the airport authority. The research results indicated that managerial efficiency is deemed as the most important factor affecting ACM, followed by customer satisfaction and profitability. The research concludes that the Master-Concessionaire Approach is the most appropriate.
