臺中舊市區曾經為中部最繁華的商業熱區，1990年代經歷空洞化後，政府於2000年後開始活化舊市區，政策的推動從商圈發展、都市更新為導向轉變為都市再生、文化地景再造。本研究關注重點在舊市區再生策略轉變原因、文化地景再造策略的推動、民間組織參與的角色。
國際城市於二戰後面臨重建需求，現代主義建築也發展為主流，都市更新在此背景下展開。1950到1960年代，歐美城市的都市更新以大拆大建、清除貧民窟、進行大型建設為主，解決舊市區環境惡化的問題；到1970年代轉變為都市再生，以整合型的策略解決舊市區經濟、社會多面向的問題。發展到1990年代，都市再生轉變以文化為導向，除了帶動經濟發展，也提升居民認同感、社會共識。而臺灣相較歐美國家，都市再生發展進程較晚，直到2010年中央提出都市再生願景，並由地方政府、民間組織結合文化策略實際推動。
因此，透過梳理國際舊市區再生、文化地景等理論基礎，國際舊市區再生的案例、成果、關注面向，以及國內都市再生發展進程合現況、案例，看文化結合空間治理對城市發展的影響、文化扮演的角色；也參考國際都市再生評估、文化地景評估，國內地方政府、學術研究提出的評估工具等，建立後續臺中舊市區再生的成果評估框架。透過文獻回顧、網站資料彙整、疊圖、照片對照、數據分析等，梳理舊市區再生歷程，並看文化地景營造對舊市區的影響。
本研究初步發現臺中舊市區再生政策推動上經歷策略轉變，主要受到民間組織參與的影響，可以2012年作為分界。因著中區再生基地、好伴社計、臺中文史復興組合等民間組織關注老屋活化、閒置空間再利用、地方文化、青創等議題，也推動社區參與，並且有文創品牌改造老屋成爲代表性景點的成功案例，使舊市區的意象改變。而政府調整政策推動機制，出現跨局處的再生平台整合共同的策略願景，透過文化資產活化帶動區域再生。另外，透過分析文化設施、文創產業、文化活動分佈疊圖，老屋、歷史建築改造前後對照，及業態、閒置空間、人口等數據，發現舊市區在實質環境、產業結構、社群關係等面向有所改變，並被賦予新的文化意象。

Taichung old central area was once the most prosperous commercial area. After being hollowing out in the 1990s, the government began to regenerate this area after 2000. The policies have shifted from commercial development and urban renewal to urban regeneration and cultural landscape development. This study focused on the reasons of changes in strategy, the promotion of cultural landscape policy, and the role of civil society participation.
After the WWII, European and American cities experienced a shift from urban renewal to urban regeneration. After the 1980s, the urban regeneration was promoted with a cultural orientation. Compared with international cities, Taiwan's urban regeneration development process was relatively late. Not until 2010, the urban regeneration vision was proposed.
Based on theory of urban regeneration and cultural landscape, this study inspected the impact of culture combined with spacial governance on urban development, and the role of culture; it also took the results and evaluation framework of international and domestic cases of urban regeneration as a reference to evaluate Taichung’s regeneration. Through literature review, website data collection, mapping, data analysis, etc., this study inspected the old central area’s regeneration process and the impact of cultural landscape development.
It was found that changes in strategy were mainly affected by the participation of civil organizations, and 2012 was the dividing line. Cultural and creative brands have also contributed to transforming the image of old central area; the government adjusted the policy’s promotion mechanism, and conducted a cross-departmental platform. Regenerating the old central area through cultural assets was driven.
