經歷雅典時代後，審議式民主迎來了漫長的沉寂時光，近代隨Habermas、Gutmann、Bohman與Cohen等等政治學大家的系統性理論主張的產生吸引更多討論與關注，台灣自威權政體走向民主後提供了許多民主流派發芽的土壤，審議式民主也在這段時間內極力茁長，隨著青年意識抬頭與重要性的體現，桃園市政府嘗試以
地方政府權能與審議式民主做出結合，產生以地方為主軸的青年諮詢委員，本研究便欲探討審議式民主在以地方為主軸的青年諮詢委員上發展之情況。
本研究範圍以桃園市青年事務局任期自104至109年間三屆青年諮詢委員作為主要探討標的，依文獻分析法從制度設計的方向上去衡量青年事務局架構上是否符合審議式民主平等之期待，另採用半結構式訪談方式，依參考文獻分成六大面向探討審議式民主平等，透過訪談青年諮詢委員，以其本身之認知構面上探究審議式民主平等實踐之情形。
依本研究結果發現，審議式民主的確帶使青年獲得參與公共事務、為青年與地方及族群等議題發聲的管道，在參與的經驗當中感受到青年的話語受到地方政府的重視，這些經驗也同樣培養青年審議之習慣，帶來改變青年看待公共事務、對於公務員印象改觀的效果，但研究也發現審議式民主施行於青年事務局上之困境，青年缺乏法治化權力的情況導致對於議程設定能力、追蹤權力的匱乏，且在遴選上並未透明化，難免對於平等之施行有所障礙，議題討論時的話語權軟限制也使青年不處於平等對話的話語權框架當中，最後是青年委員認知上並不一致，對於本身定位模糊也可能導致青年外部效能感不足之問題，本研究結果期能提供未來研究者與地方政府施行審議市民主方式之參考。

This research is based on the Taoyuan City Youth Advisory Committee and uses literature analysis and semi-structured interviews to study the practice of deliberative democracy in Taoyuan youth. The scope of the research is the Taoyuan City Youth Advisory Committee from 2014 to 2018.
Research finds that deliberative democracy has been partially successful, and youth participation in deliberation has indeed resulted in a change in thinking, but there are still many areas for improvement, such as excessive reliance on mayor support, lack of statutory power to set agenda and track local government respond.
