台灣在威權轉型之後，國民政府賴以維持政權的侍從體制看似有衰微的趨勢，許多縣市都在民主化之後轉由民進黨執政。然而，過去一黨長期執政的情性在民主鞏固之後的台灣仍然十分常見，不論是國民黨或是民進黨都有其長期執政的縣市。國民黨在特定縣市長期執政雖可解讀為過去留存的政治實力，但是民進黨以挑戰者之姿進入地方選舉之後仍能取得長期執政的成果則值得深入探究。因此，本文嘗試以民進黨長期執政的縣市為例，希望能夠深入了解民進黨在其執政縣市中的選舉策略。
本文假設民進黨延續國民黨的侍從體制模式在其執政縣市擴大其勢力，因此以民進黨曾長期執政的台南縣以及屏東縣作為檢視侍從機制運作之檢驗。除此之外，掌權者在民主鞏固之後，過去侍從體制中私人間的利益交換結構被迫轉變成以公共政策進行利益分配，因此本文以台南縣以及屏東縣都出現的社區關懷據點做為研究案例，並針對兩縣的關懷據點的條件、成效以及重要人士看法進行比較。為了驗證侍從機制的存在以及侍從效果，本文採用票櫃分析法、深度訪談法以及次級資料分析法，以嘗試最大限度探究侍從機制的運作過程以及成效。
依照訪談結果以及選舉結果，本文認定侍從機制仍然持續存在於台灣，並且在時間的推移下從過去私人利益交換結構變成更貼近一般群眾生活的公共政策利益分配架構。雖然侍從效果在兩個個案上有所差別，但其侍從機制的運作模式仍是以半侍從結構運行。因此，在未來的研究上，需要新的理論以及方法去界定轉型之後的侍從機制。

This article hopes to use the DPP's two long-term governing counties: Tainan County in the past and Pingtung County now to further understand whether the DPP also uses the clientelism in the election strategy. Therefore, this article uses the policy of community care bases that appear in these two counties as the research targets to analyze the servant mechanism of the policy itself, the motives of the executives to implement the policy, and the effect of clientelism in the policy. After separately exploring the cases of Tainan County and Pingtung County, this paper further attempts to compare the two cases, and then finds that the policies promoted by the DPP have the mechanism of clientelism, but the effect of clientelism reflected in the two cases is less consistent.
