科技研究園區之設立在配合科技工業園區及鄰近學校及區域產業結構，以引進法人機構相關研發計畫，及提供多項功能以達到促成產業生產鏈結、區域均衡、傳統產業升級、提高產品創意與附加價值。而園區功能有一、提供硬體設施包括實驗相關場所及設施與設備。二、提供軟體設施包括技術資訊，知識系統、人力培訓、生活相關服務。三、新產品及產業育成。

而工研院六甲院區是一個典型科技研究園區，基地又是山坡地，園區開發涉及都市計畫變更、環境影響評估、水土保持、六甲斷層調查、坡度開發限制，可說是完整開發案例。本研究透過資料收集彙整，將開發過程分為規劃、設計、施工、使用等階段；每階段有不同工作項目、目標及作業程序。期間遭遇相當多困難，歷經十餘年協調溝通。參與的中央地方單位、專業團隊非常多；其中介面整合、內外機構審查，構成完整開發案例。而依其各項執行策略、相關法規分析及工程行政檢討，提出未來園區開發的整體架構，以供參考依循。另針對園區環境品質提升，建構健康舒適節能研發工作環境，以及將來執行品質控管機制提出具體方案，最後將智慧、永續、低碳園區概念植入開發計畫。

The main purpose of the development of technology research park are the introduction of interrelated research project and research organization of regional industrial park and research university, to promote the multi-linkage of manufacture facilities, regional-balanced development and upgrading of traditional industries, to elevate the added value of products innovation. The primary features of the research park are the provision of research facilities including laboratories, workplace and equipments; the services of technology information, systematic knowledge base and manpower development; the development of new technologies and new business models.
The ITRI Lioja Research Park is a typical example of research parks development with wide spectrum of development issues including hillside development, zoning change of urban planning, environmental impact assessment, soil and water conservation, Lioja chasm, slope development restrictions, etc. The development of Lioja Research park, through well-planned data collection, can be divided into planning, design, construction and operation phases, each has different scope of work, objectives and various procedures. It encountered various difficulties after more than ten years of communication and negotiation between development teams and local/central governments. And, there were many professional consultant teams in providing integration, document review and development consultancy; it made the development of Lioja research park a miniature version of the full development case. This paper, through the review, assessment of the implementation of the strategy according to the relevant laws, regulations of administrative review and project review and assessment, presented the overall structure of the future park development and advanced technical information for future development. Other issues of research park development had also been addressed, such as quality improvement for the park environment, building healthy and comfortable workplace environment, clean energy research and development proposals, and the future implementation of quality control mechanisms. And, finally, the paper suggested the integration of smart, sustainable and low carbon concept into research park development plan.
