在數位時代、平台化與跨組織協作日益深化的背景下,平台生態系(Platform Ecosystem)已成為企業推動持續創新、資源重組與價值共創的重要組織形式。既有研究多聚焦於平台架構、模組化設計、互補者參與與競爭策略,對於平台做為社會技術系統時,治理安排如何形塑異質行動者互動,並進一步影響平台生成性之形成與演化,仍有待深入探討。因此,若欲理解平台生態系如何持續演化並產生生成性,尚須釐清治理安排、行動者互動與生成性之間的動態關聯。
本研究以平台生態系與生成性理論為基礎,探討平台生態系演化過程中,治理安排如何形塑異質行動者之互動,進而影響平台創新生成的能力。本研究採質性研究方法之單一個案研究法,以遠通電收(FETC)為研究個案,分析其自ETC平台建構、uTagGo延伸服務,至海外智慧交通解決方案輸出之演進歷程,說明平台如何透過治理安排協調多元行動者互動,並在資源重組、技術轉譯與場景延伸中持續產生生成性。
研究發現,遠通電收平台生態系之生成性形成於治理安排、異質行動者互動與平台能力重組的持續作用。首先,平台治理將隨平台生態系發展階段,轉換其治理主體、治理手段與治理功能,並形塑生成性發展的條件。其次,平台生成可來自多元行動者之需求揭露、問題協商與資源重組。最後,生成性並非越開放越好,而須透過有限開放、邊界管理、正式與非正式控制,以及跨制度協調,使平台在維持穩定與秩序的同時,持續吸納回饋,並推動技術能力、服務場景與治理模式之再生成。
最後,本研究以單一個案為基礎,研究結果可能受產業情境與資料來源限制;未來可納入不同產業平台與多元行動者觀點,比較治理、互動與生成性形成機制之差異。
In the digital era of platformization and deep cross-organizational collaboration, platform ecosystems have become vital organizational forms for continuous innovation, resource recombination, and value co-creation. While existing research focuses on platform architecture, modular design, complementor participation, and competitive strategies, how governance arrangements in socio-technical systems shape heterogeneous actor interactions to influence the evolution of generativity remains underexplored. Therefore, understanding ecosystem evolution and generativity requires clarifying the dynamic links among governance arrangements, actor interactions, and generativity.
Grounded in platform ecosystem and generativity theories, this study examines how governance arrangements shape heterogeneous actor interactions to influence platform generativity during ecosystem evolution. Adopting a qualitative single-case method, we analyze Far Eastern Electronic Toll Collection Co, Ltd. (FETC) through its trajectory from ETC platform construction and uTagGo mobility services to exporting smart transportation solutions. This illustrates how platforms coordinate multi-actor interactions through governance to foster generativity via resource recombination, technological translation, and scenario extension.
This study reveals that ecosystem generativity emerges from the continuous interplay of governance, actor interactions, and capability recombination. First, platform governance shifts its actors, mechanisms, and functions across developmental stages, shaping conditions for generativity. Second, generativity arises from multi-actor need disclosure, problem negotiation, and resource recombination. Third, generativity thrives not on maximal openness, but on managed openness—requiring boundary management, formal and informal control, along with cross-institutional coordination to maintain order while absorbing feedback to regenerate capabilities, services, and governance models.
Finally, given the single-case design, findings may be limited by the industry context and data. Future research could incorporate diverse industries and stakeholder perspectives to compare the mechanisms underlying governance, interaction, and generativity.
