近年，港埠城市之經營與水岸空間之開發漸成為台灣各城市積極進行的發展方向，唯其規劃內容大多著重於遊艇港、休閒漁業、觀光魚市、觀景台、棧道等建設，項目同質性高，且經濟效益有限。依據ICCL（International Council of Course Lines）2002年的統計摘要顯示，美國全年922萬人次的遊輪旅客，直接消費達120億美元，衍生之經濟效益有2,040億美元。目前亞洲遊輪市場主要以香港和新加坡為核心，2002年亦分別有190萬人次和247萬人次的旅客；中國大陸的天津、青島、大連、寧波、廈門、海口、上海、深圳等港口也都陸續有遊輪造訪，上海更計劃於2005年在北外灘設置國際客運中心，發展國際客運、遊輪、遊艇及旅遊服務等，以打造上海為國際遊輪母港。

　　我國主要港口如基隆港、台中港、高雄港、花蓮港為求提昇競爭力，在發展方向上均已逐步開始考慮加強觀光遊憩之機能，包括興建旅客綜合服務大樓等設施、以及港口綠美化等，但對於推動遊輪觀光與港口本身的觀光發展卻似乎仍尚未見到有宏觀的整體規劃。鑑於遊輪產業有極大的經濟效益，台灣的港口亦具有發展遊輪觀光的潛力，且對於台灣的外國觀光客倍增亦有助益，故本研究探討遊輪觀光發展趨勢、分析發展為遊輪停泊港口所需投入的資源、港口相關發展政策及其與都市發展的關係。再透過案例分析研究，以探索遊輪港口的發展要素。並就我國國際商港發展遊輪觀光之可行性進行評估比較，評估結果顯示以花蓮港之發展潛力相對最高，建議做為優先推動遊輪觀光之港口，故最後再針對花蓮港之發展遊輪觀光，提供策略規劃以供參考。

　　For promoting the competitiveness of the main ports in Taiwan, the direction of the port development has already turned to the tour progressively, including build the passenger terminal building, landscape improving, etc. It’s not the farsighted and comprehensive layout of the tour development for the cruise tour and the port development. Seeing that there are great economic benefits outputs in the cruise industry, and it’s better for Taiwan to attract more foreign tourist. This study focuses on the case research for understanding the demand of the cruise port, the relationship between the port and the city. The conclusion is that the key of contracting the international cruise stop Taiwan is the comprehensive support and service about the cruise tour, including the merger services of facility, resource and administration. To show the port’s characteristic, it is possible to attract the international cruise ship to stop Taiwan and bring the a large number of tourist.
