島嶼過度依賴觀光,而大量的觀光旅遊也對島嶼環境、文化、當地居民甚至遊客的體驗品質造成破壞,威脅到旅遊發展的基礎,因此推動離島永續發展,強調在經濟、社會、環境三個維度之間均衡發展。全球旅遊業受到COVID-19疫情影響,而當時臺灣國內疫情相對穩定,造成遊客大量湧入離島,對當地居民和環境帶來困擾,因此離島管理相關單位研擬入島費的收取,回歸使用者付費的概念。國內過去關於離島永續發展的研究較為缺乏,且未考慮到遊客潛在心理因素的影響。本研究使用選擇實驗調查了707位民眾對於離島永續發展方案入島費的支付意願和願付價格,分別以羅吉特模式和潛在類別選擇模式進行估計,探討遊客對方案屬性偏好和潛在因素對選擇行為的影響,更進一步分析不同群體的遊客對方案屬性的偏好異質性。
根據羅吉特模式估計結果,整體受訪者對於友善環境住宿管理、文化保存、生態保育和較低的擁擠程度具有顯著正向偏好。在受訪者異質性方面,擁擠程度高的標準差呈現顯著,表示此屬性對於受訪者選擇永續發展方案的影響存在個體差異。而有較高旅遊動機和環境信念的受訪者,對選擇永續發展方案有正向影響,可得知,無法直接觀測的潛在變數會影響實際選擇行為。在潛在類別選擇模式的分析中,永續觀光旅遊者對永續發展方案的支持意願最高,特別偏好友善環境住宿管理;高品質旅遊者對於擁擠程度低的旅遊地有高度偏好,並願意以較高的金額換取舒適的旅遊方案;一般旅遊者則是對多數屬性無明顯偏好,而更傾向選擇維持原樣。對於入島費的願付價格,整體受訪者對於所有方案屬性的願付價格範圍約介於60元至200元;而其他異質群體在個人特性與屬性偏好差異的影響下,呈現出不同的支付意願。
針對上述結果分析,提供政府相關單位在未來訂定法律收取入島維護費用時做為參考依據,並將屬性偏好與永續發展目標相結合,給予管理單位發展和管理方向之建議。
Affected by the COVID-19 in 2020, a large number of tourists traveled in islands and brought troubles to residents and environment. Therefore, the management units of off-shore islands has proposed to charge entrance fee. In this study, choice experiment was used to investigate the willingness-to-pay of 707 people for the sustainable development plan of off-shore islands. The logit model and latent class choice model were used to estimate the tourists' preference for the attributes, the influence of potential factors, and to analyze the heterogeneity of preferences for attributes in different groups.
The results showed overall respondents have positive opinion on the sustainable development plans. Their willingness-to-pay for plans' attributes ranges from 60 to 200 NT dollars.Respondents with higher travel motivation and environmental beliefs have a positive impact on the choice of sustainable development plans. With latent class choice model, tourists are divided into three groups, showing that different groups have different preferences.Based on the analysis of the results, combine attribute preferences with sustainable development goals to provide management units as a reference for subsequent policy-making and management direction.
