在科技快速變遷的時代下,駭客攻擊的手段日新月異,使企業面臨著機密外洩的風險。有鑑於此,多數資安企業常透過使用不同技術,來開創各種產品及服務,以幫助企業更敏捷地應對各式挑戰。然而,中小企業經常受制於有限的資源,無力強化自身之資訊安全發展,這導致其無法快速因應威脅及需求變動,甚至造成營運危機。
儘管近年來,多數中小企業已紛紛意識到委外資安服務提供商的重要性,然而這些資安服務提供商往往無法在有限的時間內,為企業導入有效的資安服務,這使得這些中小企業難以應對日益嚴峻的資安威脅。因此,敏捷賦能資安服務被視為當代資訊安全的關鍵之一,它可被視為保護企業免於受到外在攻擊的重要手段。
為了研究此一現象,本研究採用質性個案研究作為研究方法,並且透過分析個案公司如何在市場需求與威脅大幅增加的情況下,透過實現區塊鏈的可供性來達成「敏捷賦能(Agility Enablement)」。在這段過程中,本研究根據個案公司感知機會的時間順序,將其發展過程分為三階段,分別為數據治理階段、數據共享階段及數據賦能階段。此外,也分析在各階段中,不同元組織將如何行動,形成不同樣態之聚集,為資訊工件的潛能提供實現的助力,使資訊工件在每階段的最後,都得以形成不同功能的技術平台,來為更多元組織提供特定行動的動能。
透過此研究,將得以為將來欲發展敏捷賦能能力之企業,提供清晰的路徑依據,協助其透過識別資訊工件的可供性,並藉由元組織間的不同運作型態,為生態系統中所有元組織提供敏捷實現目標的能力。
This study investigates how blockchain technology enables organizational agility through a three-phase model, from data governance, data sharing to data enablement. From BaaS Innovation's case, it demonstrates how strategic partnerships with meta-organizations facilitate the actualization of blockchain's affordances, particularly for its decentralization, immutability, and verifiability features, which create scalable solutions for resource-constrained small and medium-sized enterprises.
Besides, the research reveals how blockchain technology enable enterprises equip with certain capability from each phase, such like decentralized identity verification can effectively mitigate privacy risks, while smart contract can automize the supply chain procedure. On top of that, cross-industry collaborations enable the development of modular platforms that facilitate business goals, from digital member management platform, supply chain finance platform to supply chain carbon management platform, each of them provides strong capability that help firms effectively achieve certain goal in respective domain.
Also, this research makes two key theoretical contributions. First, it extends affordance actualization theory by examining how technology can be leveraged to enhance external organizations' agility. Second, it incorporates social capital theory to explain how meta-organization' network and credibility accelerate platform development. The study identifies a recursive relationship between technological implementation and actions of meta-organization that drives continuous ecosystem improvement.
At last, this research conceptualizes the process of blockchain employment through BaaS Innovation and highlights the role of social capital in acquiring cross-domain resources. It offers practical insights for enterprises seeking to implement technology solutions through collaboration. The findings are particularly relevant for technology firms and small and medium-sized enterprises operating in fast-paced environments.
