在台灣TFT-LCD產業發展歷程中，本文觀察政府與民間主要企業對於TFT-LCD產業之發展主軸，無論在政府與民間之直接投資、間接投資、技術研發或是人才培育項目上，均已投入鉅額資源與資金，以進行擴張國際市場之戰略佈局；其中政府角色與此『新興產業』發展之『國家-社會連結』關係，可能存在著策略依存之關係，解釋這關係連結程度，便成為本文的研究核心。
本文將以TFT-LCD本身基本產業特性導入台灣TFT-LCD產業現狀分析，進而解析台灣在發展TFT-LCD產業過程中所面臨之困境與挑戰；在理論架構方面，將引用學者Peter Evans架構出的『鑲嵌自主性理論』用來描述產業發展時期過程中之國家角色轉變與解釋國家與市場關係為主要架構，之後對於國家職能性之解釋與國家與企業互動模式上，輔以學者Linda Weiss所建構之『管理互賴理論』來補充國家自主性是否有陷入過度隔離（under-insulated）或過度鑲嵌(over-embedded)的危機之可能，並以該理論對於國家機關與產業發展關係提出之兩項重要假設來討論台灣TFT-LCD產業政策以科學工業園區群聚效應（cluster effect）應用於TFT-LCD產業之政策適切性；
在研究方法方面，本文主以『歷史結構分析法』為主要分析架構，另一方面，實証資料則以『深入訪談法』對於國家機關與民間企業互動過程中之政府產業、科技政策制訂與執行單位、民間面版製造廠商、官民性質之產業技術核心主導單位與中介協調單位與園區管理單位所形成之政策網絡進行實証資料收集，並再以結合『文獻分析法』（documentary analysis）之次級資料引用為研究參考素材。
結果顯示，在台灣TFT-LCD產業發展過程中，國家與企業之間的資源、訊息、決策交換以及政策、計畫之執行連結過程中確實存在著官民垂直連結管道以配合產業不同階段性需求，但是對於結合上中下游產業整合之水平鏈結卻以民間力量為主導，政府角色轉以提供整體優惠投資條件、法治環境與管理系統為主要政策施行方向，並應用於技術、人力、資金、土地四種產業要素之強化；但是產業本身依然存在一些關鍵問題，例如因應國際技術專利權維護與開發、人力資源供需失調、公部門資金有限與民間籌資風險程度提升、設廠土地取得模式改變，這些均成為過去現在、與未來台灣政府扶植TFT-LCD產業之主要政策方向差異性與考量重點，本文期望以這種差異性與政策重心轉移過程來理解公部門與私部門在科技產業發展與政策之間互動模式與關聯性，和台灣TFT-LCD產業政策之適切性。

During Taiwan TFT-LCD industry emerging history, this article observes the government and the main enterprise inside the industry developing the main axle to regard of the TFT-LCD industry, regardless of the direct and indirect investment or the technical research and development of human resource of the government and the society, in order to expand international market ,large amount of resources and funds had been cultivated in this project. Besides, the role play of government and it’s relationship with the “New Emerging Industry” has become the “state -society " relationship, and beyond this relation has possibly exit the strategy depending on each . Try to explain this connection of the relationship then become the major mission of this article. The article will analyst Taiwan TFT-LCD industry character within TFT-LCD basic characteristic, and how it proceed the difficulties and challenging on Taiwan of this industry.
In the aspect of theory construction, it will quoting the "Embedded Autonomy theory" which created by the scholarship named Peter, Evans, and then operating it to describe the role play transformation process of the state, and explaining the relations of the state and the market within the industrial development process as the main overhead construction, then borrowing the" Governed Interdependence theory " which was written by Linda Weiss , explaining the state capacity and the state-enterprise interaction pattern model , and constructs into supplement whether the national independency does have falls into “under-insulated” or “over-embedded” crisis possibility, And according to the two main assumption of this theory regarding the state agency and the industrial development relations discussing Taiwan TFT-LCD industrial policy “cluster effect” which was applying to the cluster effect of the scientific industry garden policy, and wonder if is it well fitness to TFT-LCD industry.
In the aspect of the research method, the main analytical construction will adapt the” historical structure analytical methodology ” of this article, in another way, it would use the empirical data with the “the survey interviewing method “ to discover the state agency and the enterprise interaction process within the government industry, the technical policy decision making ,the enforcement ability, the major leadership unit of technology of the industry, the intermediary coordinated unit, the garden are of the administrative unit and the main TFT-LCD manufacture merchant at the same time, of course the policy network within the official and society is important too: all these raw data would be the key material of this research.
The final result of the research would be like that: There are plenty of problems need to be solved immediately during the development process of Taiwan TFT-LCD industry, and there are some combination tube of the nation’s and the enterprise's resources which including the information, the policy-making exchange, the process of policy and plan execution. In the fact of that, It is actually work of having the vertically linkage between the official and the private, which also coordinate the industrial different gradual demand at all, the state actually transfers itself into the role of providing the overall preferential benefit investment condition, and then the primarily policy execution direction will be well governed environment by the law of property right of acknowledgement and the health management system. Finally, the state would use it strength to solve the four industries essential factors needs by the industry, we call these as technical, manpower, fund, land.
For now, in the middle and lower reaches sections of this chain, only conformity ties regarding the union by the social strength itself. There are remain some minority problems inside the industry need to dell with, for example, the maintenance of the international technical knowledge property rights and researching and unbalance of human resources offered and demanded , the limit finances fund of the public department and the increasing risk of the private fund , the factory land obtained pattern changing, all of these will become the major policies navigator target by the state of Taiwan TFT-LCD industry, no matter in the past, present, and future .This article expected a fine understanding of the shifting process of policy center and the differences of it, and in the mean time, it will help to understand that how is the pattern following between the public department and the private department actually reciprocation , and how the technical industry development and the policy are connection with each other, and is that well-suite of Taiwan TFT-LCD industrial policy.
