隨著國內通訊市場邁入成熟飽和以及行動上網需求的快速增加,臺灣通訊市場的發展腳步已逐漸從3G邁入4G。再加上NCC已公佈下一波行動寬頻釋照將於2013年底前釋出,可以預見國內各家電信業者進行LTE網路佈屬指日可待。然而LTE的技術在3GPP Release8的版本界定了FDD和TDD兩種模式,此兩種模式在先天技術、產業發展和使用頻段上皆存在差異。觀察目前國外營運商的網路建設策略,LTE可分成三種雙工方案,分別為:(1) FDD-LTE單模網路、(2) TDD-LTE單模網路和(3) FDD/TDD LTE雙模網路。因此,本研究希望建立一套LTE雙工模式選擇的評估模式,提供我國業者在LTE雙工模式選擇上的參考指引。
而本研究係以多準則決策法做為研究方法,先從相關文獻、研究報告篩選出適用於分析LTE三種可行方案的評估準則,再利用AHP法搭配專家問卷將專家們的決策偏好數量化為準則權重,接著找出各方案下每一準則的績效表現值,並且以簡單加權法的計算方式求出各方案的總得分,最後再加上敏感度分析強化本研究的周延性。
而根據本研究之實證結果,建議目前最適合運作於臺灣通訊環境的方案為FDD-LTE單模網路,其次則為FDD/TDD LTE雙模網路。
Taiwan’s mobile telecom market has reached its maturity. With the rapid growth of the demand for data transmission, operators have started to work hard to increase the volume of user’s data transmission. In order to offer better mobile web-surfing service, operators are planning to upgrade their radio network infrastructure, such as LTE (long term evolution) networks. Besides, the NCC (National Communications Commission) had also announced the final plan for 4G (4th generation) license auction. The licenses will be auctioned at the end of 2013. So we can foresee the LTE network deployment is just around the corner. However, in 3GPP (3rd generation partnership project) Release 8, LTE comprises FDD (frequency division duplexing) and TDD (time division duplexing) modes, and both of them have their own strengths and weaknesses. There are three LTE duplexing options for operators: (1) FDD-LTE mode, (2) TDD-LTE mode, and (3) FDD/TDD LTE dual mode. This study will use the multiple criteria decision making method to provide the decision makers with information to understand which LTE network configuration is the most appropriate for them.
In the multiple criteria decision making method, we choose simple additive weighting (SAW) method and analytic hierarchy process (AHP) to conduct the research structure. In this research, we first set the LTE duplexing mode selection criteria, and then evaluate criterion outcomes. Furthermore, we use AHP’s expert questionnaire to calculate the weight of each criteria. Finally, we use SAW method to calculate the scores for each alternative project and choose the best one. Besides, we also use sensitivity analysis to enhance the comprehensiveness of this study. According to the results, we find that the best LTE duplexing mode for Taiwan’s 4G systems is FDD-LTE mode. The second best is FDD/TDD LTE mode.
