由於台灣農業經營型態多以小農為主，中央及縣（市）政府為提升農業競爭力，以集中化及規模化土地利用觀點，給予一系列農產業輔導、設施及補助相關政策。其中的「農業經營專區、農產專業區與集團產區」等集團化及規模化策略於內政部所發布的「全國國土計畫」中被劃為農業發展地區第一類項目之一。但現今空間政策制定者也並未深入探討不同農產業實際空間利用方式。再伴隨107年全國國土計畫及民國109年直轄（縣）市國土計畫發布，以及民國111年國土功能分區發布，如何將現行農業政策及未來國土計畫銜接，已然成為我國區域規劃上須關注的議題。
為了解全球化下，產業鏈行動者間動態的權力關係，及其可能影響空間分布之原因。本研究以我國外銷主力之一，且被花卉集團產區列為補助作物的文心蘭切花作為研究標的，以多重個案研究法，選擇台中市與屏東縣作為研究個案。試圖透過深度訪談法及次級資料分析法，比較兩個不同區位之文心蘭生產地條件、空間需求及組織行為異同處，以協助深化台灣本土的區域發展理論外，在實務面上檢視目前農業中央主管擬定之農業政策施行概況，並給予未來在銜接農業政策以及空間政策一些反饋，希冀歸整出農村地區特色產業鏈的分析框架，作為未來空間規劃者基本調查分析依據。
研究分析架構是以「糧食供給系統」（Food Supply System）理論了解全球化下農產業鏈的組成架構，並納入「全球價值鏈治理」（Global Value Chains Governance）理論分析各行動者之間的權力關係，並補充動態性、雙向的多層次治理以及地域化等特性，試圖梳理兩地在面對相同的市場條件、全球產業鏈組織分工及國家農業政策之下，所發展之地區產業網絡關係與空間區位特性及其成因，並討論農業政策對文心蘭產業空間發展的影響。
研究發現，該產業鏈中認可了僅將產業鏈視為垂直關係是不足的，水平關係中的行動者也會影響該產業之權力關係，甚至空間區位的分布及使用方式。再透過兩個個案的比較得出，雖然都是文心蘭切花產業之生產地，但不同地區在產業之組織以及空間利用方式上會因為許多因素產生些微差異，如地方政策、社會及文化等因素。值得注意的是我國文心蘭產業能聯接上全球性市場之關鍵因素為農業政策及相關計畫有著密不可分之關係，尤其是生產性公共設施尤為重要，如具有保鮮加工功能之集貨場。
因此在操作全球化趨勢下的農村地區時，空間規劃者應以產業鏈的角度，檢視農村地區具有的特色產業種類及其特性，並釐清各個特色產業活動、組織方式、原因及其成功納入全球性市場之關鍵因素，進而才能交叉比對，了解跨國性特色產業之空間使用之關係及需求，才能給予適宜之空間策略規劃。

In the past, space policymakers did not discuss in depth the actual use of space in different agricultural industries. Besides, it is very important how to link agricultural policies with future land plans.
Therefore, this study takes cut flowers of oncidium as an example. It selected Taichung City and Pingtung County as the research case, tried to compare the oncidium production conditions, space requirements, and organizational behaviors of the two different locations through the semi-structured interview method and secondary data analysis method. Hope this research gives some feedbacks on agricultural policy and space policy and provides the analysis framework of characteristic industrial chain in rural areas.
Research has shown that it is not sufficient to view the industrial chain as a vertical chain. The actors in the horizontal chain will also affect the power relations, spatial distribution, and usage. Through the comparison of the two cases, it can be seen that different regions have differences in industrial organization and space utilization methods due to many factors, such as local policies, society, and culture. It is worth noting that the key factor for Taiwan's oncidium industry to connect to the global market is agricultural policy, and productive public facilities are particularly important.
Therefore, spatial planners should clarify the key factors of characteristic industrial activities, organizational methods, spatial location distribution, and their successful entry into the global market from the perspective of the industrial chain.
