The purpose of this thesis is to investigate the success factors of e-service delivery in higher educational sector from the perceived perspective of citizens. After reviewing the literature reviews and past findings, success factors were determined and adopted from the areas of information systems, e-commerce, marketing, and e-government. Upon selection of the factors, a research framework was developed to evaluate success within the area of e-government research. That area was further narrowed by specifying the government e-service delivery in higher educational sector in Mongolia. The Delone and McLean (2004) was used a base model in the proposed thesis framework. Considering context of current research, some modification were made, and new variables were added with the intent of testing the framework to determine the success factors and examine how these relate to each other. The samples are professors and students who have an experience using e-government website. The result indicates that first thing government may consider is building a trust. And also it has been suggested that government need to pay more attention to their service functions in order to keep the student fully engaged in e-service in higher educational sector.
