本文係以總額預算實施前89年和實施三年後92年之南部公立醫院12家醫院，依其背景分做六大系統醫院，採用資料包絡分析法(DEA)來評估整體效率值，及探討不同層級醫院、不同經營者背景、不同系統醫院屬性、不同年度間、個別醫院之間，其經營效率是否有顯著差異。主要的實證研究結果如下:

(一)、不同醫院層級，經營效率依次為「區域醫院層級」優於「醫學中心層級」優於「地區醫院層級」。不同的經營背景，經營效率依次為「委託民間經營醫院」優於「公立醫院經營」。
(二)、不同的系統醫院，經營效率依次為「醫學中心醫院」、「軍方系統醫院」、「委託民間經營醫院」、「榮民系統醫院」四大系統且優於「高雄市立系統醫院」、「署立系統醫院」二大系統。「署立系統醫院」是總額預算實施後內部改善效率最佳的系統醫院，總額預算實施前、後三年有顯著差異。
(三)、不同的年度比較，89年整體南部的樣本的醫院是有效率的年度，在總額預算實施三年後92年，整體南部的樣本的醫院也是有效率的年度，並無明顯差異。
(四)、12家個別醫院中，總額實施前有經營效率有6家，到總額實施後的提升為9家。

本文期盼此研究結果，提供公立醫院經營管理階層對管理效率的重視，致力於用最少的資源創造最大的的價值，並提供各無效率醫院的改進方向，提升各系統公立醫院的整體效率。

This paper employ twelve Public Hospital on Southern Taiwan ,and to utilize DEA on the Evaluation of Performance is about before implementing and after implementing , and to value technical affiance and to compared with different degree, different size, different hospital in six, different years and each hospital, Are they significant of operating efficiently? The main empirical findings are as follows:

(1)、Different hospitals levels： operational efficiency characterized as "regional hospital levels" superior "level of the medical center" better "district hospital level." Different background, operational efficiency characterized as " a private operation of hospital is better than “public hospital operation"
(2)、Different systemic hospital：Different hospital system operation efficiency by "Medical Center Hospital," "military hospital system," "OEM to private operating hospital", " Hospital system of Veterans ," four systems and superior "Municipal hospital of Kaohsiung system", " hospital system of National Health Administration " two major systems. " hospital system of National Health Administration " there are the best system to improve efficiency within the hospital system at the global budget, there has been significant differences at the global budget before and after three years .
(3)Different year： For all sample of hospitals in best efficiency is southern in 2000, after the total budget for carring out of three years, the all sample of hospitals is most efficient in 2003, there is no obvious difference.
(4)、Individual hospitals： A total of six operational efficiency in front of implenting , and increase a total of nine after excuting.

The results for this study to provide the value in public hospitals operating efficiency in the management attention so that use the least resources to create the greatest value, and furnish direction to improve the inefficient hospitals to enhance the overall efficiency of the public hospital system.
