本文欲探究勞動者是否因全民健康保險制度於民國八十四年三月一日起實施後，而產生工時型態的轉換或勞動參與率的改變。
　　資料來源為行政院主計處在1992-2000年台灣地區人力運用調查資料，利用Probit模型分析全民健康保險政策下對工時型態轉換之效果。主要實證結果如下：
一、 全部工時者退出勞動市場呈不顯著結果，全部工時轉為部份工時者在政策效果下之機率顯著減少，部份工時者退出勞動市場之機率顯著增加。
二、 全民健康保險政策效果下，全部工時退出勞動市場之勞動者，工作所在地之北、中及南部地區相較於東部地區均顯著使全部工時勞動者退出勞動市場之機率減少；全部工時者轉為部份工時者，工作所在地之北部地區顯著使全部工時者轉為部份工時者之機率減少；部份工時退出勞動市場之勞動者，工作所在地之南部地區呈顯著使部份工時者退出勞動市場之機率減少。
三、 全民健康保險政策效果下，全部工時者轉為部份工時者，從業員工人數「10~99人」及「500人以上」之廠商規模相較於「9人以下」均顯著影響全部工時者轉向部份工時者之機率增加。

Abstract
　　This paper analyzes the impact of the implementation of Taiwanese National Health Insurance (NHI) Program on labor force participation. Specifically, we investigate whether full-time/part time workers drop out of the labor market or full-time workers switch to part-time jobs after the implementation of NHI.
　　Using data from 1992-2000 “Report on The Manpower Utilization Survey Taiwan Area” and adopting Probit model, we found a significantly increasing probability of part-time workers drop out of the labor market after the implementation of NHI; however, the result for full-time workers is insignificant. We also found a decreasing probability of full-time workers switch to part-time jobs.
　　Further, the interaction terms of NHI and area-of-working indicator indicate that for full-time workers live in the northern, central and southern relative to the eastern area significantly have a decreasing probability dropping out of the labor market after the implementation of NHI, while for part-time workers who live in the southern area and full-time workers live in the northern area both have a decreasing probability dropping out of the labor market and switching to part-time jobs relative to the eastern area, respectively.
　　Lastly, we found that for full-time workers who work at firms with employees above 500 and among 10 to 99 have an increasing probability switching to part-time jobs after the implementation of NHI relative to firms with employees less than nine.
