台灣機械工業多以中、小型企業為主,故需仰賴衛星體系的分工支援、協力網路的完整、彈性與效率。故台灣工具機產業非常注重其供應商的選擇,因為供應商所提供的產品都將直接影響廠商所組裝出來的工具機的品質與精密度,所以在台灣工具機產業供應鏈中的「供應商」的素質優劣也就成為整個供應鏈管理成敗的「關鍵因素」,亦將直接影響著台灣工具機產業的興衰。
優良供應商的獲得,有賴於建構一套客觀而有效的評估模式,以期在眾多的評估項目中篩選出關鍵性的評估指標,使得工具機廠商對優良供應商的評選作業,能在可接受的合理作業時間與成本之內達到最大的效用。
本研究以Dickson(1966)所提出之23項供應商選擇評估指標為基礎,配合相關文獻及國內關於供應商評估的相關專家意見後,彙整出適合國內環境之供應商選擇評估指標。並將這些指標整理成問卷,針對台灣精密機械業中以生產綜合加工機與NC車床的廠商為此研究的目標母體進行調查。問卷之調查結果首先以因素分析法萃取出供應商選擇評估之主要因素後。再以層級分析法(Analytic Hierarchy Process, AHP)進行產業間對於供應商選擇指標之權重評估。
研究結果發現,在眾多的供應商評估項目中工具機廠商最重視的關鍵因素為『製作能力』、『品質』、『財務狀況』、『交期』、『相互間協商』…等十項關鍵性之評估指標。本研究並計算其各評估指標的相對權重值,以設計出『台灣精密機械業選擇上游衛星廠商的評鑑表』,供台灣精密機械業選擇上游供應商的評選作業參考。
The major part of Taiwan machine industry is small and medium enterprises, so they have to rely on the division labor of the satellite system and the flexibility and efficiency of supply chain network. Therefore the Taiwan precision machine industry pays much attention to the selection of its supplier. The products provided by suppliers will influence the quality and the precision of the tool machine that assembles by manufacturer directly. The quality of “supplier” on the supply chain of Taiwan precision machine industry will influence the success or failure of the supply chain management and the rise and decline of Taiwanese tool machine industry directly.
To acquire a good supplier depends on how to construct a set of objective and valid valuation mode to sieve critical factors from numerous valuation items. It will help the tool machine manufacturer to judge and select good supplier in acceptable and reasonable time and the cost.
Based on the 23 indices of Dickson's research and the indices of other research, and the opinions of experts in supplier selection in Taiwan, the research summarizes the new supplier selection criteria and develops the questionnaire. Experts in the precision machine industry in Taiwan were asked to fill the questionnaire. The investigation results were first analyzed by the factor analysis to extract the critical criteria, and to build the criteria hierarchy. Then another questionnaire based on analytic hierarchy process (AHP) was developed and used to investigate the weights of the criteria in the above mentioned industry.
This research found that the tool machine manufacturers are considering the order of importance of the five critical factors, such as "manufacture ability", "Quality", "Financial Standing", "Delivery", "Negotiates Mutually", of the top ten critical factors from many supplier evaluation items. Besides, their relative average weight-values are calculated, and finally, an evaluation table for the precision industry in Taiwan selection of the satellite factory is designed to be used as a reference for the evaluation operation in the precision industry.
