在全球空氣汙染日益嚴重的情況下,全球開始積極重視各重大汙染源。由於交通汙染源大多為公路運輸產生的排放,國際間開始廣泛推廣「低排放區」,透過管制高汙染車輛進入管制區來達成區域內的空氣整潔,但此種限制措施常被視為限制民眾的出行自由,因此容易引起居民的抗議。臺灣將相似政策⸺低碳交通區,列為淨零轉型措施之一,然而目前僅有地方政府的條例草案,社會上缺乏對此政策的討論。因此本研究透過整合過往重要理論模型,除了探討影響民眾對低碳交通區接受度的影響因素,更進一步了解民眾在不同的時空環境下面對不同的配套方案,是否具有特定偏好。
研究一結果顯示,對政策的態度為民眾接受此政策的關鍵因素,而態度又來自個人心理規範及對政策的觀感共同構築而成,其中政策的感受對接受度的影響更甚。表示當政策可能干涉日常生活時,民眾期望政府能以最小影響達成政策目的,尤其涉及政策將實施於生活圈時,對政府的信任將成為接受度的直接影響因素,再次證明了政府須提供給民眾安心感的重要性。將樣本進一步剖析可以發現,不同環境意識及用車習慣的群體間對接受度的影響因素亦不盡相同。因此若要減少對民眾的影響,勢必須先了解民眾對配套方案之偏好,因此本研究第二階段即探討民眾對各假設方案之偏好。
研究二的結果顯示,當政策實施在生活圈時,尤其是實施時間較近時,民眾傾向以豁免方式先避免政策帶來的影響,在尚有時間因應時部分民眾開始願意考慮豁免外的替代方案。而當政策實施於生活圈外時,民眾對於轉乘停車場及通行證普遍持開放態度。綜合來說,民眾在不同時空環境下,不同的政策特性影響了對該方案的偏好。
綜合兩項研究結果顯示,政策制定者在施行低碳交通區時,除應盡量減少對民眾日常的衝擊並提供適當的補償機制,更應致力於營造整體社會低碳出行的氛圍,包含從教育以及相關硬體環境,以激發民眾自發性的減碳行為;而相關配套措施則需考量不同人群特性與在地條件,減少民眾出行不適感,方能獲得更廣泛的支持。
Air pollution from transportation has increasingly been recognized for its environmental and health impacts. The Taiwanese government has proposed a “Low-carbon transport zone” policy to reduce transport emissions, similar to the implementation of low emission zones internationally. Due to limited domestic research, this study explores public attitudes toward the policy in two parts: acceptance and policy preference.
A structural equation model (SEM) was developed in the first stage to identify key factors influencing acceptance. Results show that perceived fairness and infringement on freedom are major factors shaping overall attitudes and directly affecting acceptance. Normative beliefs about low-carbon transport also influence attitudes. A latent profile analysis was conducted to divide respondents into four groups based on environmental values and behavior, showing that group characteristics affect the strength of structural relationships.
After confirming the importance of policy perception in acceptance, the second study examined preferences for different policy schemes. A hybrid choice model (HCM) was applied using ranked responses to compare preferences across schemes. Four scenarios combining temporal and spatial distance were used to explore the effect of psychological distance. Results show that preferences vary by context; for example, exemption schemes are most preferred when the policy is implemented locally. Environmental awareness, policy perception, and travel behavior also influence preferences.
