塑膠提袋的發明,使得人類的生活習慣產生巨大的改變,在帶給我們便利的同時卻也造成嚴重的環境汙染,人們更將塑膠提袋視為20世紀最糟糕的發明之一。其實原先發明者是想要提供使用者一個輕便、耐用、成本低廉並可重複使用的好產品,但因長年累月的錯誤使用習慣,造成環境與生態的危害。為了彌補錯誤,人們積極研究運用不同的解決方式及策略去減少塑膠提袋對環境造成的傷害。
此外,工業革命以來,全球溫室氣體排放量大量增加,自1960年代以來,全球二氧化碳排放量的成長率達到將近4倍,造成極端的氣候,也會生物帶來生存的危機。
因此,本研究主張在提出塑膠提袋減量策略時,須同時將購物提袋碳足跡減量納入考量,做全面性的評估以取得最適合的策略。首先依據文獻探討提出塑膠提袋產品週期模型。再者,使用層級分析法(AHP)從5位環境專家填寫問券的結果中取得策略的排序及評選思維。
根據研究成果顯示,當前述兩種環保議題同時考量,環境專家在決策塑膠提袋減量策略時,會優先考慮碳足跡較少的減量策略,與本研究提出的產品週期模型相呼應;而在塑膠提袋使用策略上,所有專家都認為塑膠提袋的產品週期及使用者使用塑膠提袋的習慣必須被改變,會更有助於達成塑膠提袋減量及碳足跡減量的目標。
The invention of the plastic bag had made a huge change in human living habits, which had brought us convenience but also caused serious environmental pollution. As a result, the plastic bag was regarded as one of the worst inventions of the 20th century. In fact, the original inventor's idea of the plastic bag was to provide users with a good product that is light, durable, low cost and reusable, but due to the long-term wrong using habits, it caused environmental and ecological harm. In order to make up for the mistakes, human beings are actively studying the use of different solutions and strategies to reduce the environmental damage caused by plastic bags. In addition, after Industrial Revolution, the emission of global greenhouse gases had increased a lot. Since the 1960s, the growth rate of global carbon dioxide emission had nearly quadrupled, resulting in extreme climate and biological crisis.
Therefore, this study advocated that the carbon footprint reduction of shopping bags should be considered at the same time when the plastic bag reduction strategy was proposed, and a comprehensive evaluation should be made to obtain the most suitable strategy. Firstly, we proposed a model of plastic bag product cycle from the past studies. Then, we applied Analytic Hierarchical Process (AHP) to obtain strategic ranking and evaluation thinking from the results of 5 environmental experts filling in the questionnaire.
According to our results, when the two environmental issues were considered at the same time, environmental experts gave priority to reduction strategies for plastic bags with a smaller carbon footprint, which was consistent with the product cycle model proposed in this study. All experts suggested that the product cycle of plastic bags and users' using habits of plastic bags must be changed, which would help achieve the goals of reducing plastic bags and reducing carbon footprint.
