臺南府城歷史街區為臺灣古蹟與歷史建築最密集區域之一，隨著都市持續發展，新舊建築間的關係成為都市設計審議的重大挑戰，透過歷年設計審議記錄可以發現，相似的爭論議題反覆出現在歷次審議中。近年來，臺南市中西區都市設計準則歷經了重大改變，從2010年較強調立面形式、材質與細部的具體管制，至2018年改以「和諧」、「避免突兀」等質性原則進行引導。這項轉變雖然提高了設計的自由度，卻也導致設計審議缺乏客觀的共同參照標準，使設計者與審議委員在準則解讀與設計判斷上容易產生歧異。
為解決此一困境，本研究旨在釐清現行準則與實務設計之間落差的成因，並從中西區審議經驗中萃取共識，進而提出能回應地方特質及作為審議共同參照的設計指引建議。在研究方法上，本研究蒐集了民國104年至115年間，府城歷史街區內、依中西區細部計畫應送都市設計審議之私人開發案21件。同時，和6位具備歷史街區實務送審經驗的建築師進行深度訪談。本研究將繁雜的審議資料歸納為「都市型態與量體關係」、「建築設計（立面、材質與色彩）」及「景觀與公共領域」三大面向進行比對。
研究發現，審議實務中反覆出現的爭論，反映了現行原則性準則在實務設計上的落差。本研究提出未來準則的修訂不應退回僵化的形式模仿，而應建立分級分類與採剛性規定與彈性的設計指引並行的準則架構，並應建立在地案例圖庫作為視覺輔助、累積歷年經驗。
本研究期望能將過往模糊的共識轉化為明確的引導，為開發者、設計者與審議委員建立客觀的對話基準，提升歷史街區都市設計審議的一致性。

The Tainan Historic District, located within the West Central District, contains one of the highest concentrations of monuments and historic buildings in Taiwan. As new development continues, the relationship between new buildings and the historic environment has become a central issue in urban design review. The design guidelines for the district changed substantially: the 2010 version set out detailed provisions on façade form, materials, and details, while the 2018 version shifted towards qualitative principles such as harmony. Although this increased design flexibility, it also weakened the objective basis for design evaluation.
This study examines the gap between guidelines and practice through 21 private development cases reviewed between 2015 and 2026 and interviews with six architects experienced in the district. The analysis focuses on urban form and massing, architectural design, and landscape and the public realm. Recurring disputes indicate that the current principle-based guidelines provide limited support for case-by-case judgement. Future revisions should adopt a tiered approach combining mandatory requirements with flexible guidance, supported by a local case library to make accumulated review experience and implicit consensus more explicit.
