為減緩政府財政負擔，並採擴大公共建設投資以提振景氣，政府已將促參作業列為重要施政方向。因此，現階段進行中或未來規劃之公共建設，皆優先朝民間參與方式辦理。探究目前政府研提之公共建設計畫，部份尚缺乏完整之經濟效益及委外計畫評估，以本研究所探討促參採委託營運模式而言，常存在政府於公共建設興建期間或完成後，再為委外而考量之營運規劃使用，若僅著眼於工程興建品質而未能與日後民間機構營運使用需求妥適地結合，將遭遇需要修改、閒置或低度利用的可能性提高，使得政府設置公共建設的立意受到質疑。
無論由機關自行辦理或以促參方式交予民間興建施作，機關對公共建設之工程品質與安全問題均需要有效監督管理。以現今OT模式營運前之工程採購發包，興建係屬政府的權責且依循採購發包制度辦理，而營運階段屬OT模式契約並依促參規定辦理，興建過程及完成後之營運皆為不同民間廠商負責，相對於委託營運契約常可達十年之久，興建階段的合適性，勢必對日後營運有長遠影響。按國內現在所推行之方式，興建與營運均彼此獨立作業，相互之間不具關聯性，造成標的物完成後不符營運需求之案例屢見不鮮。
營運才是公共建設的最大目標，也是利潤或服務需求的來源，要求的已不單純侷限於工程興建品質，所能產出或是服務的品質才是設置公共建設所最為關切。本研究透過對由政府投資興建之公共建設，採OT模式交由民間機構營運相關興建後案例及興建中實證個案建議權行使，探究在施行的運作情形及面臨的問題，就目標達成與成效做統計與分析，提出由過往事後被動因應（對興建中及興建後）轉為日後事前主動規劃（對興建前）之全面性工程採購發包策略，減低或消弭興建與營運之工程界面，避免重蹈覆轍及浪費資源，以符合主辦機關及民間機構營運之最大需求。

To mitigate the financial burden of the Government, and to expand the public constructions' investment to boost the economy, the Government has urged Private Participation in Infrastructure Projects (PPIP) as an important policy direction. Therefore, at this stage or in the future plans of public constructions all adopt high priority for PPIP. To explore the Government current proposed PPIP, some of them still lack of cost-effectiveness and assess for the outsourcing plan. To research PPIP with Operate-Transfer (OT) model in this thesis, the Government starts to take the operating plan into consideration when the public constructions are under construction or have been finished. The result of just pay more attention on the constructions' quality, but failed with the future needs of private organizations with operating properly in appropriate combination will increase the possibility of amendment, idleness or the low-grade use. And these will cause the initial purposes of the Government constructions to call into question.
No matter the constructions are built by the authorities themselves or by PPIP's models, the issues for quality and safety of the public constructions all need for effective supervision and management under the authorities' obligations. The procurement and contract of construction before current OT operation, the power of construction belongs to the Government and follows to the Government Procurement Act. And the period of operation belongs to OT model's contract and follows to Act for Promotion of PPIP. The construction process and operation after the completion are responsible by different private organizations. Due to the operation contract often lasts up to ten years, the suitability of the constructions' period will have long-term effects to the OT model in the future. According to the current domestic pattern, the construction and operation are operating independent of each other and mutual non-correlation between. The cases have been occurred frequently that result in the completion of the target and don't match to the operation requirement.
Operation of the public constructions is the most important purpose, and is also the source of profit or service demand. The requirement of the project is not only simply confined to the constructions' quality, but also the output or the service quality is the most concerned. Through this thesis of the Government invests in the public constructions that adopt OT model to operate with the relevant cases of the finished constructions and the real case under construction with recommendations, to explore the issues of the implementation, operation, and the situation on the goals and effectiveness by statistical analysis. Provide the strategies via the past passive processing program (refer to the completion and under construction) to transform advance initiatives in future plans (refer to the constructions that haven't started to build yet) into a comprehensive engineering procurement contract methods to reduce or eliminate the construction and operation engineering interface, avoid making the same mistakes and wasting resources repeatedly. To obtain the maximum needs of operation between the responsible authorities and private organizations.
