  • 為創造產業競爭之策略優勢,及提昇企業電子化應用之能力,政府近年積極投入各項資源與能力來加速產業升級。目前國內產業結構以中小企業為主,多面臨資金有限、資訊人員缺乏、IT/IS維護經驗不足等情況,造成電子化之成效不佳。面臨全球經濟快速整合和跨國界競爭激烈的今日,國內中小企業若能善用產業群聚的價值網絡,結合資通訊技術之應用,將可提升競爭力,並有助於人才、資金、資訊的聚集。群聚是為了強化企業整體競爭優勢,但不同規模的群聚程度與效益往往受到地域、時間等因素限制而有所差異。隨著資通訊技術的進步,群聚更能藉由資訊技術突破地域與時間限制,強化群聚間企業之資訊流通程度,將有助於推動產業升級。
    回顧近年研究,針對產業群聚、資通訊技術導入及企業經營績效三者關係之探討較少被深入討論。產業結構發展以高彈性之中小型企業為主,台灣產業發展更以此為重心。故本研究探討企業是否因為資通訊技術的導入而可形成創新商業模式,以及區域發展政策是否影響產業群聚的發展。
    本研究之研究對象為已具產業群聚程度而進行資通訊技術導入的企業,以深度訪談方式及問卷進行調查,共發放740份問卷,回收311份有效問卷,並將收集資料予以整理與統計分析。研究結果發現,中小企業在資通訊技術投資上有限,此乃因為中小企業於資本、人力等資源皆不如大型企業。而資通訊技術導入扮演著產業群聚之助力,可創造新價值,更能提升企業經營效。中小企業應可視企業之特質、重視的資通訊技術以及可運用資源之多寡來選擇推行資通訊技術之程度及投資的先後順序。企業若要發展差異化、建立更多競爭優勢,要同時注重資通訊技術導入投資與產業群聚強度,使企業有能力利用其相輔相成的綜效,讓資通訊技術成為產業群聚與企業經營績效的增強粘合劑,以利執行競爭策略與提升企業經營績效。未來研究可探究不同產業、規模大小與市場導向,其投資及導入資通訊技術之程度高低對於企業經營績效有何不同之差別影響。

    In order to create the competency of the industry and to promote the capability of electronic business applications, the government invests many resources and efforts for the companies in Taiwan. The industrial structure in Taiwan is mainly composed of small-and-median enterprises (SMEs). Most of them are facing the problems of infinite funding, lack of information professionals, and insufficiency of experiences in maintaining the IT/IS system, thus may cause the efforts of the electronic business to be corroded. If the SMEs can utilize the clustered value network and can combine the application of information communication technology (ICT), the competency will be enhanced and the cluster of people, funding, and information will also be easier. The development of industrial construction is focused on high flexible SMEs in Taiwan.
    In accordance to recent studies, the relationship among industrial cluster, ICT implementation, and business performance are rare to discuss. Thus this thesis surveys the relationships among these three phases against the SMEs to find out whether the innovative business model which is formed with ICT implementation and local development policy will affect the development of industrial cluster or not.
    The survey sample frame is based on the enterprises which reach certain level of industrial cluster to adapt the ICT. A total of 740 questionnaires were distributed and 311 of them were returned. The result shows that there are limitations in ICT investment, such as insufficient capitals, innovation labors, and recourses. The result shows that the SMEs should decide the degree of ICT implementation, the priority of investment according to the characteristics of the enterprise, the ICT which they concern, and the resource which they can use. Decision maker has to realize that the company ought to consider the strength of industrial cluster and the investment of ICT so as to earn more competencies. Future researches can be focused on different kinds and sizes of the industry as well as market orientation.
