近幾年來鐵路事故頻繁,除了重大事故外,平時也有零星事件發生,其發生原因不外乎是鐵路單位的管理缺失所致,皆反映出了其在檢修養護運轉管理流程上需進行改善,為彌補這方面的不足,鐵路單位大多建置了養護管理資訊系統來輔助現有的養護管理程序。在鐵路工務方面的養護檢查仍以人工巡檢配合手寫紙本的方式記紀錄,缺乏電子化儲存的習慣,長期下來養護檢查資料在分析和取用上也較為不便,本研究欲提出一符合鐵路養護現況的管理資訊系統架構,讓大量資料能做整合及後續分析使用,使整體養護效率提升,滿足大眾對鐵路營運安全與服務品質的要求。
本研究回顧國內外鐵路方面養護管理系統之建置要點與架構,參考其中符合鐵路工務領域之架構與設計理念,結合我國鐵路養護現況,初步提出一個鐵路工務養護管理資訊系統架構,系統架構包含數據來源的管理、數據的分析處理、軌道狀況相關預測、輔助決策、數據分析處理結果輸出、維修人員能力管理和整體效能評估優化,為往後過增系統內容與後續建置系統功能提供參考。
系統以台鐵高雄工務段提供之行車安全聯合抽查SMS12要項卷宗中工務處養護檢查表單為輸入之數據來源,以其為基礎建置鐵路工務養護管理系統架構與系統功能,透過Microsoft Excel進行操作與分析,Microsoft Access為數據匯入和匯出管理資料庫,實現數據之讀取、儲存與分析。
透過本系統,讓輸入系統之鐵路養護檢查資料增加了更多使用可能性,提升了長期累積的養護檢查數據的價值,同時證明提出之初步系統架構是合理的且能讓養護檢查資料得到運用,但本系統架構與功能仍有許多不足之處,未來也需要改善與擴增功能,才能發揮系統價值,為鐵路養護管理盡一份心力。
The frequent occurrence of railway accidents in recent years reflects the need for improvement in the maintenance and operation management process. At present, the maintenance inspection of Taiwan Railway is still recorded by manual inspection and handwritten paper. It is also inconvenient to analyze and access maintenance inspection data in the long run. This study will propose a framework of the railway permanent way maintenance management information system that allows a large amount of data to be integrated and used for subsequent analysis, which improves the overall maintenance efficiency.
The system framework proposed in this study includes data source management, data analysis and processing, track condition-related prediction, auxiliary decision-making, data analysis and processing result output, maintenance personnel capability management, and overall efficiency evaluation and optimization. Provide reference for building system functions in the future.
This study uses the maintenance inspection form provided by the Taiwan Railways Administration as the input data source, and uses Microsoft Excel and Microsoft Access for operation to realize data reading, storage and analysis.
Through this system, the railway maintenance and inspection data input into the system has more possibilities of use, and the value of the long-term accumulated maintenance and inspection data is enhanced. However, there are still many parts that can be improved in the framework and functions of this system. In the future, it is necessary to improve and expand the framework and functions in order to give full play to the value of the system and contribute to the maintenance and management of railways.
