在電信自由化後，電信事業之互連安排影響整體的通信效率，並影響新進業者能否有效地進入市場，從而影響電信事業邁入競爭的時程與程度，網路互連在各國都被列為管制規範中的優先問題。在我國，對於第一類電信事業採取「不對稱管制」之措施，為防範具有市場力量之業者，濫用其市場力量從事不公平競爭，針對「市場主導者」課以較高之法律義務，而因是否為市場主導者而有不同的管制強度。

本論文透過德菲法、文獻調查法、及比較分析法探討電信網路互連機制與法規，並透過專家問卷來瞭解我國互連議題之各項原則之重要性，並就我國與國際組織及世界先進國家網路互連之管制規範作比較與分析。主要針對通信費歸屬、瓶頸設施、接續費、網路電話互連等議題予以研究。

未來，電信產業面臨未來數位匯流之挑戰，隨著網路電話號碼的核配，及wimax等業者加入，互連之議題會更加之複雜，故在管制的程度上，對於已經成熟的電信市場，如行動電話市場，可逐漸解除不對稱管制。主管機關的挑戰，便是如何排除新進業者的市場進入障礙，及發展網路互連管制規範，以防止既有業者對新進業者採取差別待遇。

After telecommunications deregulation, the interconnection between telecom operators affects the communicational efficiency and new operators’ entry into the market, and the competitive degree in telecom market. Telecom interconnection is a priority among the control regulations in every country. In Taiwan, authorities concerned applies “asymmetric regulation” to Type I telecom operators, that is to impose higher legal obligations on “dominant operators” to prevent them from abusing market power for unfair competition.

This study explores the telecom interconnection and regulation with Delphi methods, documental researches, and comparative analysis; through expert questionnaire the importance of Taiwan telecom interconnection criteria is ranked, while Taiwan’s telecom interconnection control policies, including essential facilities、access charge、VOIP interconnection are compared and analyzed with international organizations and other advanced nations.

In the future, telecom industry will face the challenge of digital convergence, with the ratification of web phone numbers, and WIMAX operators’ entry into the market, the interconnection issue will be more complicated. Upon the degree of control, the the asymmetric control in matured telecom markets, such as mobile phone market, should gradually be removed. The challenges for authorities concerned are how to eliminate entry barriers for new operators, develop telecom interconnection control policies, and prevent incumbent operators to take discriminating measures for new operators.
