都市的老舊市中心的機能移轉與人口外移,進一步使得許多位於市中心的鄰里街區走向衰敗。為了活化市中心街區,國內外皆提出過許多策略、研究,其中在歐美國家,由商家領導的街區再生之相關研究論述近年來逐漸受到重視。新商店為街區提供新機能,也改變了街道立面並形塑出新的街區意象,商家所帶來的影響也超越商業活動本身,進一步帶動了街區的整體再生。但街區再生通常連帶形成街區的縉紳化,而在可能引發的取代現象下並產生爭議。然而在地方文化、價值觀、環境背景與歐美不同的臺灣,由零售商業活化引發的鄰里街區再生與國外研究之論述將有何異同?
為深入了解在臺灣新商店與鄰里街區再生之關係,以及商家於其中扮演的角色,本研究選取臺南市正興街進行個案研究。透過二手文獻與檔案的彙整、研究田野的直接觀察、街區商家的半結構式訪談,建構個案證據資料庫,近以分西正興街區商業再生的過程與成因、商家們的作為與其帶來的影響,以及正興街區中產生的實際再生內容。
研究發現個案中的商家以一種與傳統商圈協會不同的非正式方式,集結成一個新的社群。他們透過頻繁的鄰里互動、舉辦節慶活動、出版街區刊物,形成緊密的連結並培養出對於街區的認同感,也改變街區的意象。正興街商家創意且彈性的組織方式、街區行動,創造出街區的自明性。然而隨著商業的活絡而上漲的房屋租金,街區中商家的去留也逐漸形成隱憂。因此,在未來的研究的當中,街區再生的永續性將是值得深入關注的議題。
In recent years, there are increasing attention internationally to the research of merchant-led neighborhood revitalization and the role of merchants in neighborhood changing process. It has been recognized that merchants' capacity in the economic and social capital are different to residents' and their stores play key roles in determining the image of neighborhood commercial streets. With the popularity of boutique stores and shopping tourism, these neighborhood areas become shopping destinations and bring about a different form of urban revitalization comparing to the state-led projects. In Taiwan, few attentions have been made locally due to the contextual difference regarding physical and historical background of Taiwanese cities and the entrepreneurial culture of the Chinese society. This research takes on a case study of "Zhengxing Street" district in Tainan to denote a new form of retail destination which changes from a declining neighborhood and the transformations taken by new merchants in recent years. The aim of this research is to realize the relationship between the new merchants, new stores and their roles in neighborhood revitalization process. The research found that the merchants in the case study area are organized through informal ways that are unconventional to traditional merchant associations. Through regular neighborhood gathering, holiday festivals, and the publication of neighborhood news magazine, the merchants and residents created unique bonding and transformed the image of the neighborhood and the streets. The case of Zhengxing Street demonstrates the creativity and capacity of young merchants in neighborhood mobilization and organization. However, the popularity of the area becoming an urban destination and potential displacement issues would require future attention for the sustainability of neighborhood revitalization.
